File Note: Recommendations: It is intimated that the industry is Large Scale orange category induction furnace unit has applied for consent to establish (NOC) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Steel Ingots/ Billets/Rounds/Flats/HEX/TMT Bars @ 84 MTD. The industry has submitted the NOC Regularization fee Rs. 24000/- vide receipt no. 296811770 dated 18/05/2024 against the project cost of Rs. 1671.34 Lakhs which is adequate upto one year as per order dated 29/10/2018. Under the Water (Prevention & Control of Pollution) Act, 1974 Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: "The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries." PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 25 KLD. Considering 30 working days per month, ground water extraction will be 750 KL/month, which is more than 300 KL/month. The industry shall obtain permission from PWRDA. Under the Air (Prevention & Control of Pollution) Act, 1981 The industry has submitted the feasibility report of APCD for induction furnace having capacity 07 TPH vide no. PSCST/TFD/687 dated 28/02/2024. The industry has proposed to install Pulse Jet Bag Filter as APCD. Under the EIA notification dated 14/09/2006 The industry is covered under the EIA notification dated 14/09/2006 but the industry has not required Environmental Clearance as the industry shall installed induction furnace of capacity of 07 TPH with the production of less than 30000 MTA. under the press note 17 (1984 series) The press Note 17 has been withdrawn by the Govt. under the schedule of factories act 1948 The induction furnaces are covered under the first schedule of Factories Act, 1948 as such, the industry is required to obtain the site clearance under the said act. It is pertinent to mention here that Govt. of Punjab Department of Labour vide its letter no. 7319-25 dated 22/8/2013 has exempted the industry from obtaining the site clearance under the said rules which are to be established in the designated/approved area. Since, the industry is to be establish in the industrial zone as such the industry is not required to obtain site clearance under the Punjab Factories Rules, 1948. Site Suitability The industry has submitted the site plan approved by the Director of Factories. The site plan was approved based on a report from DTP, Fatehgarh Sahib, the building plan for the purpose of industrial use have scrutinized and approval for an area of 16 Bighas 2 Biswas, Khasra No. 93. So the industry is located in Industrial Zone as per Master Plan Mandi Gobindgarh. The industry has also submitted the registry deed for land of 06 Bighas in name of the firm and the lease deed for land of 13 Bighas 05 Biswas for a 15-year time period. To verify the contents, the industry was visited by the AEE of this office on 04/06/2024 During the visit, it was observed as under: 1. The industry has constructed boundary Brick wall to all around the area/plot of the industry. 2. The industry has proposed to engaged in the manufacturing of Steel Ingots/ Billets/Rounds/Flats/Hex/TMT Bars @ 84 MTD by using Melting Scrap, Sponge Iron, Ferro Alloys @ 89 MTD. 3. The industry has proposed to install induction Furnace of capacity 07 TPH and pulse jet bat filter with spark arrestor as APCD. 4. No trade effluent will be generated in the industrial process. Domestic effluent will be discharged onto land for plantation through septic tank. 5. The industry has proposed to install a DG. Set of capacity 250 KVA with canopy and adequate stack height. In view of above, if approved it is recommended that the consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with suitable conditions and special conditions as under: 1. The industry shall obtain necessary clearance for abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA). 2. The industry shall submit the completion certificate of APCD from PSCST, Chandigarh. 3. The unit shall obtain revised NOC of the Board, if it changes any of its product/capacity of the plant. 4. The unit shall not engage in any water polluting process i.e. electroplating/pickling/galvanizing etc. 5. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall. 6. The project proponent shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies.
