The poultry farm has applied for obtaining consent to establish (NOC) under the provisions of the Water Act, 1974 and Air Act, 1981 for the operation of poultry farm of capacity @ 30,000 nos. of birds per day, through online on OCMMS with requisite documents under green category.
The details of case are as under:
The poultry farm has deposited fee of Rs. 4200/- through online vide UTR. no. 896425680 dt.21.05.2024, against the fixed assets of Rs. 81.55 lacs as per project report submitted by the PP, which is adequate for one year under green category.
The DTP, Bathinda vide letter no. 534 dated 07.05.2024 has sent report in this office and as per report, ਨਾਇਬ ਤਹਿਸੀਲਦਾਰ, ਬਾਲਿਆਂਵਾਲੀ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਉ ਅਸਟੇਟ ਪਿੰਡ ਚਾਉਕੇ, ਹੱਦਬਸਤ ਨੰ. 450, ਤਹਿ ਮੌੜ, ਜਿਲ੍ਹਾ ਬਠਿੰਡਾ ਦੇ ਖਸਰਾ ਨੰ. 38//14ਮਿਨ(4-0), 38//15ਮਿਨ(4-0) ਕੁੱਲ ਰਕਬਾ 8 ਕਨਾਲ 0 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਮਿਉਂਸਪਲ ਕੌਂਸਲ ਅਤੇ ਨਗਰ ਪੰਚਾਇਤ ਦੀਆਂ ਹੱਦਾਂ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਨੋਟੀਫਾਈਡ ਐਲ.ਪੀ.ਏ ਜਾਂ ਮਾਸਟਰ ਪਲੈਨ ਦੀਆਂ ਹੱਦਾਂ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਵਿੱਚ ਪੌਲਟਰੀ ਫਾਰਮ ਸਥਾਪਤ ਕੀਤਾ ਜਾਣਾ ਆਗਿਆਯੋਗ ਹੈ, ਬਸ਼ਰਤੇ ਕਿ ਭਵਿੱਖ ਵਿੱਚ ਜੇਕਰ ਮਾਸਟਰ ਪਲੈਨ ਤਿਆਰ ਕਰਦੇ ਸਮੇਂ ਸਾਈਟ ਨਾਨ-ਕਨਫਰਮਿੰਗ ਜ਼ੋਨ ਵਿੱਚ ਆ ਜਾਂਦੀ ਹੈ ਤਾਂ ਆਪ ਦੀ ਪੰਜਾਬ ਰਿਜਨਲ ਐਂਡ ਟਾਊਨ ਪਲੈਨਿੰਗ ਐਂਡ ਡਿਵੈਲਪਮੈਂਟ ਐਕਟ 1995 ਦੀ ਧਾਰਾ 79 ਵਿੱਚ ਦਰਜ ਉਪਬੰਧਾਂ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ਅਤੇ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਰੋਕਥਾਮ ਬੋਰਡ ਵੱਲੋਂ ਪੋਲਟਰੀ ਫਾਰਮ ਸਥਾਪਤ ਕਰਨ ਹਿੱਤ ਸਮੇਂ-ਸਮੇਂ ਉੱਪਰ ਜਾਰੀ ਗਾਈਡਲਾਈਨਜ / ਨਿਯਮਾਂ ਨੁੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ।
The Naib Tehsildar, Ballianwali, Distt. Bathinda vide dated 15.05.2024 has sent report in this office, which is as under-
1. ਰਿਹਾਇਸ਼ੀ ਜ਼ੋਨ 500 ਮੀਟਰ- ਸਾਈਟ ਅਧੀਨ ਆਉਂਦਾ ਰਕਬਾ ਦੇ ਪਾਸ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਰਿਹਾਇਸ਼ੀ ਸਥਾਨ ਨਹੀਂ।
2. ਨਦੀ/ਝੀਲ ਅਤੇ ਨਹਿਰ ਅਤੇ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੇ ਸਰੋਤ ਵਰਗੇ ਵੱਡੇ ਪਾਣੀ ਦੇ ਸਰੋਤ 100 ਮੀਟਰ / ਖੂਹ, ਸਟੋਰੇਜ ਟੈਂਕ - ਸਾਈਟ ਅਧੀਨ ਆਉਂਦੇ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨਦੀ / ਝੀਲ. ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਜਾ ਵਾਟਰ ਵਰਕਸ ਨਹੀਂ ਆਉਂਦਾ ਜੀ।
3. ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਤੋਂ 100 ਮੀਟਰ - ਸਾਈਟ ਅਧੀਨ ਆਉਂਦਾ ਰਕਬਾ ਦੇ 100 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਨਹੀਂ।
4. ਰਾਜ ਮਾਰਗ ਤੋਂ 50 ਮੀਟਰ - ਸਾਈਟ ਅਧੀਨ ਆਉਂਦੇ ਰਕਬੇ ਦੇ 50 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਰਾਜ ਮਾਰਗ (State Highway) ਨਹੀਂ ਹੈ।
5. ਪੇਂਡੂ ਸੜਕਾਂ / ਅੰਦਰੂਨੀ ਸੜਕਾਂ / ਪਿੰਡ - ਪਗੰਡੰਡੀਆਂ ਤੋਂ 10-15 ਮੀਟਰ - ਸਾਈਟ ਅਧੀਨ ਆਉਂਦੇ ਰਕਬੇ ਪੇਂਡੂ ਸੜਕ / ਅੰਦਰੂਨੀ ਸੜਕ / ਪਹੀ ਤੋੰ 10-15 ਮੀਟਰ ਤੋਂ ਦੂਰ ਹੈ।
The poultry farm has proposed to discharge only domestic effluent onto land for irrigation/plantation after treatment into septic tank.
The site of proposed poultry farm unit was visited by AEE of this office on 05.06.2024 and it was observed that -
1. The site of the poultry farm is located in the revenue estate of Vill. Chauke on a kuchta road leading nowhere.
2. There are few scattered residential houses around the site within 500- 600mtrs, there is no major water course like river, lake, canal within 200 mtrs, major drinking water reservoir such as wells, summer storage tanks within 500 mtrs, poultry/ diary or another livestock enterprise or industry within 500 mtrs, National Highway (NH) within 200 mtrs, State Highway within 100 mtrs, Rural Road, undecanal road/ vill. pagdandis within 10-15 mtrs. of the site.
3. The site of the proposed poultry farm is surrounded by agriculture land.
4. The PP has submitted map that poultry shed is located at 10 m from site boundary.
5. No trade effluent will be generated from the poultry farm, further; project proponent has not proposed any source of air pollution.
6. The poultry farm has proposed to provide good ventilation and free flow of air to control the odour problem.
7. Dust extraction system in the form of small cyclone proposed to maintain/ improve the shop floor environment.
8. The poultry farm is of cage type with provision to remove the excreta / manure once in four to six months and sold to the farmers.
9. The poultry farm has proposed to separate dead birds on daily basis and disposed into burial pit.
From above it is clear that site is suitable for the establishment of poultry farm. Recommendations:
Keeping in view of above, it is recommended that consent to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 for the operation of poultry farm of capacity @ 30,000 nos. of birds per day may be granted for a period one year, subject to the suitable conditions alongwith specific condition that the poultry farm will comply with Environmental Guidelines issued vide CPCB letter no. 6302/2021/IPC-V-HO issued in August 2021
