The project proponent has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents for the establishment of new COMMERCIAL COLONY Plotting colony in an area 4 Acre at Village Jaspal Bangar.
The project proponent has submitted project report with total cost of Rs. 125 Lacs and has deposited Rs. 8400/- as NOC Fee on account of NOC fee which is adequate for one year. The industry has submitted site plan approved by GLADA. The project proponent has submitted letter of Intent vide no. 336/DRGC/D dated 31.01.2024 from office of Municipal Corporation, Ludhiana for development of industrial colony in 4 acre land.
On perusal of the project report submitted by the industry, the project proponent has submitted following proposals :-
1. The project proponent has proposed to construct a Plotting colony in an area 4 Acre.
2. The total land area of the project is 4 Acre in a plotted project.
3. The domestic effluent to the tune of 28.75 KLD shall be generated from the project and the project falls within the M.C. Limit and the domestic effluent shall be discharged into sewer laid by Municipal Corporation, Ludhiana.
4. No air polluting source i.e. D.G set has been proposed by the project proponent.
5. The solid waste generated from the project shall be dispose through composting as per the application form.
Accordingly, the site of the project was visited by the AEE of this office on 11.06.2024 and it was observed that :-
1. The project proponent has provided the boundary wall.
2. The construction of the project has not been started yet.
Keeping in view of above, it is recommended that :-
A The project proponent may be granted Consent to establish (NOC) under the provisions of the Water Act, 1974 & the Air Act, 1981 may be granted for one year with appropriate conditions and special condition that the projejct proponent shall not allow establishment of any polluting unit in the colony without prior permission of the Board.
