File Note: It is intimated the HCF is a 85 bedded hospital and was earlier granted Consent to Operate under the Water Act, 1974 vide no. TOW/Renewal/LDH3/2023/23705062 and under Air Act, 1981 vide no. CTOA/Renewal/LDH3/2023/23705071 dated 08.11.2022 for 60 beds, which were expired on 31.03.2024. The HCF has also obtained authorization under Bio Medical Waste (Management & Handling) Rules, 2016, which is valid upto 31.03.2026 for 60 beds. The HCF has also obtained NOC for expansion for 85 beds (Existing @ 60 beds + Proposed @ 25 beds) vide no. CTE/Exp/LDH3/2023/23705030 dated 09.11.2023, which is valid upto 08.11.2024. Now, the HCF has again applied for obtaining NOC for expansion by installing additional 15 proposed beds i.e. total 100 beds (Existing @ 85 beds + Proposed @ 15 beds) (as the building is still under construction) and has also applied for the varied Consent to Operate under Water Act, 1974 and Air Act, 1981 for 85 beds. The HCF has also applied for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 85 beds, which is under process. The applications of NOC for expansion and varied CTO were scrutinized and it was found that the HCF has submitted all the required documents such as registries of the plot, brief project report, compliance report of previous CTO granted, declaration regarding bed capacity etc. The HCF has deposited NOC fee for expansion of proposed 15 beds amounting Rs. 2000/- vide UTR no. 371772622 dated 06.05.2024, which is adequate upto 06.05.2025. The HCF has also deposited CTO fee for existing 85 beds amounting Rs. 25,000/- vide UTR no. 172882315 dated 23.03.2024 under Water Act, 1974 and Rs. 25,000/- vide UTR no. 975436478 dated 27.03.2024 under Air Act, 1981, which are adequate upto 30.09.2026. To verify the contents of the applications, the HCF was visited by the officer of this office on 12.06.2024 and it was observed as under: 1. The HCF has 85 beds in its premises with OT and lab facility and the site of HCF falls within MC limits of Ludhiana. The construction of new building was going on for the proposed dialysis unit, some new wards and 15 beds. 2. The HCF has installed ETP-cum-STP for the combined treatment of its chemical liquid waste and domestic effluent at the terrace. The HCF has also laid pipeline for the proposed effluent generation from new building and the ETP is feasible to treat the entire effluent generation from the both buildings as per the brief project report submitted. The entire effluent is discharged into sewer after treatment. 3. The HCF has installed 02 D.G sets of capacity 180 KVA and 125 KVA equipped with canopies and adequate stack heights. 4. The HCF has also maintained the record of water meter of ETP-cum-STP as well as lifting record of Bio-Medical Waste to CBWTF. 5. The HCF has signed MOU with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana, which is valid upto 31.03.2029 for 100 beds submitted alongwith the application of renewal of Bio Medical Waste (Management & Handling) Rules, 2016. 6. The HCF has also provided color coded bins for segregation of Bio-Medical Waste. The segregation was found proper. 7. The HCF has also provided needle shredder at every generation point with puncture proof containers. The HCF is complying with the provisions of Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Bio-Medical Waste (Management & Handling) Rules, 2016. Keeping in view of the above, it is recommended that the NOC/CTE for expansion applied by the HCF may be granted for one year i.e. upto 05.05.2025 with suitable conditions.
