It is submitted that the unit was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/RPN/2022/17751506 dated 12/07/2022, which is valid upto 31/03/2027 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/RPN/2023/21757796 dated 19/07/2023, which was valid upto 31/03/2027 for manufacturing of Assorted Furniture Items @ 350 Numbers/Day subject to suitable and special conditions mentioned therein.
Now, the industry has applied for obtaining varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Assorted Furniture Items @ 2500 no./day and IT Products (Smart Classroom Solutions, IFPD, PLFD, OPS, Video Conferencing Solutions System, LED Display System, Audio & Digital Podium, Document Camera, Speakers, KIOSK, DTD System & All Other IT Products Related to Education System) @ 700 no./day, alongwith requisite documents.
The industry has submitted the compliance reports of the conditions mentioned in the previous consents granted to the unit, Memorandum of Association of industry, manufacturing flow chart, latest CA certificate dated 31.03.2024, with increase of fixed assets from Rs. 722.54 lakhs to Rs. 1057.2 lakhs. The CA has given the note in the CA certificate dated 03.05.2024 that there is no addition in land and building during the FY 2023-24. Addition comprises of guest house at Sector 71 Mohali. Further, the industry has also undertaken that there is no increase in land for expansion project. The industry has also submitted a copy of revised building plan duly approved from the Competent Person dated 07.06.2024.
As per the record file, the fee earlier deposited by the industry is adequate upto 31.03.2027. Now, the industry has deposited consent to operate fee Rs. 11300/- vide UTR no. AXISP00497436972 dated 06.05.2024 under the Air (Prevention & Control of Pollution) Act, 1981 and Rs. 21600/- vide UTR no. AXISP00497436974 dated 06.05.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and NOC regularization fee. As such the fee deposited by the industry is adequate upto 31.03.2027.
Further, the industry was visited by AEE (OS) of this office on 26.04.2024 and Sh. Rajeev Sharma, CEO was contacted. During visit, it was observed as under:
1. The industry is engaged in business of manufacturing of green/white writing board, modular furniture including table, almirah and assembling work of IT Products such as interactive panels, smart classrooms solutions etc.
2. The industry has installed 01 panel saw machine, hydraulic press machine, 02 CNC edge winding machine, 01 multi-boring machine, post forming machine.
3. The industry has installed metal cutter and Mig welding machine.
4. The industry has installed 2 no. powder coating booths (one standby), which are provided with cyclone as APCD and stack of adequate height. The industry has also submitted copy of stack emission analysis report dated 04.05.2023 for the monitoring carried out by M/s Industrial Testing Laboratory & Consulting House, Patiala collected on 29.04.2023 and the analysis results are tabulated as under:

5. The industry has installed 01 LPG fired oven with adequate stack height.
6. The industry has installed 01 no. DG set of capacity 125 KVA, which is provided with canopy and adequate stack height.
7. The industry is generating domestic effluent @ 4 KLD only and the same is being treated through septic tank and discharged onto land for plantation over an area of 0.4 acres near the parking area.
From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is therefore recommended that varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry upto 31.03.2027 subject to the suitable conditions and following special conditions as under:
1. This consent is granted for manufacturing of manufacturing of Assorted Furniture Items @ 2500 no./day and IT Products (Smart Classroom Solutions, IFPD, PLFD, OPS, Video Conferencing Solutions System, LED Display System, Audio & Digital Podium, Document Camera, Speakers, KIOSK, DTD System & All Other IT Products Related to Education System) @ 700 no./day.
2. The industry shall operate its APCD regularly and efficiently.
3. The industry shall not generate any trade effluent from any of the process and only domestic effluent shall be discharged onto land for plantation after treatment in septic tank.
4. The industry shall not use other fuel except LPG in the oven, without prior permission of the Board.
5. The industry shall make proper arrangement for disposal of e-waste generated from the assembling process and comply with the provisions of EPR authorization granted by CPCB under E-Waste (Management) Rules, 2016.
