It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2020/12963639 dated 13/07/2020 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2020/12961677 dated 15/07/2020 both valid upto 30/06/2025 for the manufacturing of Rim @ 200 Nos/day & Fork @ 40 nos/day.
Further, the industry has obtained ‘consent to establish'/ (NOC expansion) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/LDH1/2024/25426485 dated 06/05/2024 valid upto 05/05/2025 for the manufacturing of Rim Assembly @ 500 Nos/day, Fork @ 250 No.s/day, Fork Hanger @ 3000 No.s/day and Bicycle Handle @ 3000 No.s/day.
Now, the subject cited industry has applied for obtaining varied consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 438.75 Lacs as on 30/04/2024 as per CA Certificate dated 23/05/2024, which is adequate upto 30/06/2028 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee.
The industry was visited by the undersigned on 06.06.2024 and it was observed as under:
1. The industry was in operation during visit & engaged in manufacturing of rim & fork. It is engaged in the phosphating process.
2. The industry has made an agreement with CETP operator Ludhiana for lifting its trade effluent generated from phosphating @ 20000 Ltr/month and domestic effluent is discharged into sewer.
3. The domestic effluent @ 6 KLD of the industry is being discharged into sewer.
4. The industry has lastly lifted its trade effluent @ 10000 ltr vide no. 505313 dated 13.03.2024.
5. The industry has installed water meter on the pipeline for conveyance of fresh water to be used in wet process, reading of which was 1893.72 KL. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Tech. Pvt Ltd. The record of last 6 months is attached herewith.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
6. The industry has installed one powder coating booth within built dust collector with electricity run baking oven.
7. The industry has installed two DG sets of capacity 200 KVA & 150 KVA with canopy and adequate stack heights.
8. The industry has already submitted the building plan approved from competent person under Director of Factories, Punjab which is in record file.
9. The industry is complying with the provisions of previous consents grant to it under Water Act, 1974 & Air Act, 1981.
In the subject cited case, the industry has mentioned ground water extraction @ 12 KLD. Considering 25 working days per month, ground water extraction will be 300 KL/month, which is not more than 300 KL/month.
It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2028 with suitable conditions as per policy of the Board. |
