File Note: It is intimated that earlier, the Consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 were granted to the HCF vide online reference No. CTOW/Fresh/GRP/2023/21630105 & CTOA/Fresh/GRP/2023/21630101 dated 24/04/2023 respectively, which were valid 30/09/2027 for 15 beds. Now, the hospital has applied for obtaining fresh Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for increasing the total bed capacity upto 30 beds. The Hospital has also submitted Rs. 7500/- vide UTR No. N083232384352214 dated 24/03/2023 & now deposited Rs. 8000/- vide UTR No. N083232384366029 dated 24/03/2023 & now deposited Rs. 7000/- vide UTR No. 309817795 dated 13/06/2024 & Rs. 7000/- vide UTR No. 380958031 dated 13/06/2024 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- Form Downloading Fee which is adequate upto 30/09/2029. The HCF has submitted requisite documents along with the application which can be pursued. The HCF has submitted bills issued from PWSSB regarding sewerage charges which shows that the HCF is discharging its effluent into sewer after treatment through ETP. The HCF comprises of 30 beds and has capacity to generate effluent @ 15.0 KLD, for which the HCF has installed ETP of capacity 15 KLD to treat its effluent and has submitted feasibility report of the same. The Hospital was visited by officer of this office on 13/06/2024 and observed as under:- 1. The hospital comprising of 30 beds. 2. The hospital has installed effluent treatment plant for treatment of its effluent generated from hospital premises and treated effluent is being discharged into sewer. 3. The HCF has provided color coded bins for collection/segregation of Bio Medical Waste, segregation of BMW found proper as per color codes. 4. The HCF has provided needle destroyers for shredding of needles. 5. The HCF is maintaining the record of Bio Medical Waste lifted to CBWTF. 6. During visit the representative was advised to install water meter at the outlet of the ETP and to maintain record regarding operation of ETP. It is pertinent to mention here that the authorization under Bio Medical Waste (Management) Rules, 2016 was granted vide online reference no. BMW/Fresh/GRP/2023/21785899 dated 26/04/2023, which is valid upto 30/09/2027 for 15 beds through OCMMS. Now, the HCF has applied for fresh authorization Bio Medical Waste (Management) Rules, 2016 for 30 beds separately. In view of above, it is recommended that Varied Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 30/09/2029 for 30 beds subject to suitable conditions along with special condition the HCF shall get its treated effluent samples analyzed within 02 months from the Board Lab.
