It is submitted that the industry has applied for setting up a new Fruit and Vegetables Processing Plant Food / Processing plant namely M/s Guru Nanak Agro Foods Pvt. Ltd bearing Khasra No. 16//20/1(2-11), 20/2(5-0), 21/2(2-9), 21/1(5-11), 23//1(8-0) Total 23 kanal 11 marle land of revenue estate of Village Dodhra, Kularan Road, Near H L Rice Mill, Tehsil Samana, District Patiala.
The industry has proposed for processing of Green Peas @ 5.0 T/day for the discharge of trade effluent @ 24 KLD after ETP and domestic effluent 0.96 KLD, onto land for plantation after treated in septic tank under orange category.
The industry has submitted MoA, location plan, brief project report, Right to Business Act from DTP, Revenue Report from Tehsildar etc. along with the application form.
The industry has deposited Rs. 29300/- (Rs. 28800/- as CTE consent fee and Rs. 500/- as application form fee) vide R. No. N149243058978617 dated 28.05.2024 on account of CTE fee against the total proposed project cost of Rs. 2092.88 lacs as per the project report and Plant and Machinery of Rs. 1233.00 lacs, which is adequate for one year.
The industry has submitted permission under Right to Business Act from DTP Patiala vide its letter no. 985 DTP (P)/RTB-1 dated 03.06.2024 (copy attached)
The industry has submitted a Revenue report from Tehsildar, Samana dated 09.05.2023 (copy attached).
Accordingly, the site was visited by the AEE of this office on 11.06.2024. During visit, it was observed that:
1. The proposed site of the industry falls in the revenue estate of Village Dodhra, Kularan Road, Near H L Rice Mill, Tehsil Samana, District Patiala.
2. The industry has started foundation work of the industry.
3. The industry has proposed to install ETP for the treatment of trade effluent. However, proper feasibility is required to be submitted.
4. The industry has proposed to install boiler of capacity 1.5 TPH with Wood & Bio Mass as fuel as per feasibility report.
5. The industry has proposed to installed 1 no. D.G. set of capacity 1010 KVA with canopy and stack of adequate height.
6. No Lal Dora/ Phirni/ residential area / 15 pucca houses / MC limit was found within the 100 m from the proposed site.
In view of above mentioned facts and report of the concerned departments, it is recommended that the consent to establish (NOC) may be granted to the subject cited industry for setting up of Food proceeding for for processing of Green Peas @ 5.0 T/day with suitable conditions as per the policy of the Board and special conditions:
1. The industry shall submit the feasibility report of ETP alongwith details water consumption / generation and disposal, within 15 days.
2. The industry shall install APCD as proposed in the technical report submitted by the industry along with the application.
3. The industry shall not commission its unit without obtained fresh consent to operate under the Water Act, 1974 and the Air Act, 1981.
4. The industry will submit building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
5. The industry will comply with all the conditions mentioned in Right to Business Act from DTP Patiala vide its letter no. 985 DTP (P)/RTB-1 dated 03.06.2024 issued to this office.
6. The industry shall comply with the guidelines for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
7. The industry shall bound to comply with the laws & bye-laws of the Master Plan to be prepared by the Department of Town and Country Planning, Punjab. |
