File Note:  It is intimated that the industry is a small scale orange category unit.  During routine visit to the area, the industry was visited by officers of this office on 28.11.2023. During visit, it was found that untreated trade effluent was being directly discharged towards backside of the industry. It was found that at the backside of the industry the effluent is discharged into Kala Sanghian Drain.  The Competent Authority of the Board issued directions u/s 33-A of the Water (Prevention and Control of Pollution) Act, 1974 for closure of the industry and directed the PSPCL authorities to disconnect the electricity connection of the industry.  Thereafter, the PSPCL authorities has been disconnect the electricity supply of the unit vide TDCO no. 100024365186 dated 23.01.2024.  Now, the industry has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.  The industry has submitted electricity bill mentioning date of connection as 31.07.2023.  The industry has submitted building plan bearing stamp of approved architect.  The industry has deposited Rs. 90,000 /- vide UTR No. 21067065 dated 16.12.2023 under Water Act, 1974, Rs. 90,000/- vide UTR No. 290429904 dated 16.12.2023 under Air Act, 1981 and Rs. 18000 /- vide UTR No. 277977407 dated 20.07.2023 as NOC fee, The CTO fees are adequate upto 30.06.2027 after deducting penalty & previous year fee.  The unit was visited by EE alongwith AEE of this office on 13.06.2024 and it was observed as under:- 1. The industry was not in operation during the visit and electricity connection is disconnected. 2. The industry has engaged in process of washing of laundry of the hospitals. 3. The industry has installed 04 washing machines of capacity 60 Kgx2 and 30 Kgx2. 4. The industry has installed ETP for treatment of trade effluent generated by the industry which is based on physio chemical treatment followed by tertiary treatment in multi grade filters followed by UF, RO and evaporator. 5. The industry has submitted feasibility report for ZLD system as per which 10.08 KLD of effluent will be generated. ETP of capacity 20 KLD has been installed. 6. After RO maximum 04 KLD of RO reject will be generated. For RO reject electric evaporators of capacity 05 KLD are provided. 7. All the components of ZLD capacity have already been installed at site. 8. The industry has made agreement with TSDF for disposal of ETP sludge (category 35.3) & evaporation residue (category 37.3). 9. The industry has installed one D.G. set of capacity 60 KVA without adequate stack height. In view of above, it is recommended that:- 1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months and with special conditions that:- A. The industry shall provide flow meters at outlet of all ETP component and shall maintain its record. B. The industry shall provide separate energy meters for ETP, RO and for electric evaporators. 2. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2027 with suitable conditions. 3. Directions may be issued to PSPCL authorities for temporary restoration of electricity connection. (Competency – Hon’ble Chairman of the Board)
