It is intimated that the HCF is a large scale red category unit having 1625 beds capacity and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 dated 10.04.2024, which are valid upto 30.06.2024.
While processing the last consent application of the HCF was issued SCN for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 with an opportunity of personal hearing before the Chairman of the Board on 05.04.2024 for not obtaining Environmental clearance under EIA notification 14.09.2006. After hearing following decisions were taken:-
1. The institute be granted short-term consent to operate under the Water (Act),1974 and Air (Act), 1981 as well as authorization under the Bio-Medical Waste Management Rules, 2016 for a period upto 30.06.2024 subject to the suitable conditions.
2. In the mean-time, the institute shall follow up its case with SEIAA, sincerely, so as to obtain EC before the expiry date of consents/authorization being granted.
In compliance of the decision taken during the hearing, HCF has submitted a letter vide which It has endorsed a letter issued to DMV vide no. 190 dated 24.04.2024 (copy enclosed) stating that-
"The operation of OMs dated 07.07.2021 and 28.01.2022 issued by the MOEF&CC for dealing with violation category cases has been stayed by the Hon'ble Supreme Court of India vide its orders dated 02.01.2024. after detailed deliberations, SEIAA decided to inform the project proponent that EIA report submitted by the project proponent has been taken on record by the SEIAA. However, no further action on the request of the project proponent can be taken by SEIAA at this stage."
Now, the HCF has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the disposal of trade effluent @ 360.0 KLD into sewer after treatment through ETP and disposal of domestic effluent @ 2500 KLD into sewer after treatment through ETP-cum-STP. The HCF has deposited Rs. 11,28,000/- vide UTR no. HDFCR52023122765667797 dated 27.12.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 16,92,000/- vide UTR No. HDFCR52024030485242616 dated 04.03.2024 under Air (Prevention & Control of Pollution) Act, 1981, both are adequate upto 31.01.2026 & 31.03.2027 respectively.
The HCF has not yet obtained Environmental clearance under EIA notification 14.09.2006 but it has submitted a letter from SEIAA that the request of the unit can-not be considered yet due to stay imposed by the Hon'ble Supreme Court on violation category cases vide orders dated 02.01.2024.
The HCF was visited by AEE of this office on 12.06.2024, during the visit following observations were observed:-
1. The HCF is having 1625 beds capacity.
2. No construction activity is going on there at site for the expansion of project.
3. The HCF has installed ETP-cum-STP for the treatment of domestic as well as trade effluent generated from the hospital. During the visit ETP was in operation. Treated effluent was being discharge in to the MC sewer.
4. The HCF has installed OCEMS at the final outlet of the ETP-cum-STP and has also connected its OCEMS with the server of the Board.
5. The HCF has installed electromagnetic flow meter at the final outlet of ETP and the same is also maintaining the record regarding the operation of ETP as well as discharge.
6. The HCF has installed 06 tube wells inside the premises to extract the fresh ground water. The HCF has also installed the water meters at all tube wells and is also maintaining the record regarding the extraction of ground water on daily basis.
7. The HCF is properly segregating its bio medical waste and has color coded bins at various locations of the hospital.
8. The HCF has installed steam boiler of capacity @ 800 Kg/day & using HSD Oil as fuel in the furnace along with stack of adequate height. The boiler is installed for the purpose of laundry wash only.
9. The HCF has installed 02 no. DG sets of capacity 1250KVA each and 3 no. DG sets of capacity 500 KVA. All DG sets are placed in acoustic type enclosure room.
10. The HCF has installed 2 no. silos for storage capacity 13 KL & 10 KL for storage of oxygen.
11. The HCF is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air Act, 1981 as well as provision of Bio Medical Waste (Management & Handling) Rules, 2016.
In view of above, it is recommended that the consent application of the HCF may be decided after affording an opportunity of personal hearing before the Hon'ble Chairman of the Board, please.
