File Note: The industry is a small scale red category dyeing unit. The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2022/19529880 dated 26.10.2022 valid upto 25.01.2023 for manufacturing of Dyed Yarn, Fabric & Wool Top @ 8040 Kg/day along with discharge of trade effluent @ 605 KLD & domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana. Now, the industry has applied for Varied ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Dyed Yarn, Fabric & Wool Top @ 6550 Kg/day alongwith discharge of trade effluent @ 524 KLD & domestic effluent @ 3.0 KLD into CETP 50 MLD conveyance system. • The industry has submitted certificate issued by PDA and as per this certificate the industry is allowed to discharge of effluent equivalent to 607 KLD into the CETP. • The industry has also submitted certificate issued by the Company Secretary dated 24.04.2024 stating that 607 KLD shares have been held in DEMAT. • The industry has replaced some of its old and outdated dyeing machines with latest machines having comparatively low liquor ratio, the industry has also submitted the detail of machinery presently installed inside the premises after replacement of old machines. • As per the audit carried out by GNE, the estimated discharge of the industry from the installed machinery is 524 KLD, which is well within the quantum of shares and application applied for. • The industry has also submitted the record of SCADA regarding the disposal of TE into CETP for the period of Feb, March and April, 2024. As per the record average generation of effluent is below than 500 KLD during all months. The industry has alrady deposited Rs. 22,100/- vide UTR. No. N217222066168107 dated 05.08.2022 under the Water Act, 1974 as consent fee. The consent fee under the Water Act, 1974 is adequate upto 31.03.2028. The industry was visited by AEE of this office on 12.06.2024 & it was observed that:- 1. The industry was in operation and was engaged in the process of dyeing of fabric. 2. The industry has installed total 20 cabinet machines (30 Kg X 05, 45 Kg X 07, 60 Kg X 06, 90 kg x 01, 120 kg x 01) in its premises. 3. The industry has installed EMF at ground water extraction point and has started maintaining data. 4. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. 5. The industry has earmarked location of submersible pump on map. 6. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot. 7. The industry has submitted certificate from Company Secretaries regarding share allotment. The industry has been allotted 607 shares. 8. The industry has submitted SCADA data and the industry is now discharging within its share allotment. 9. The industry has submitted permission obtained by it from PDA regarding discharging 607 KLD effluent into its sewer line. 10. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. keeping the above in view, it is recommended that varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for period upto 30.06.2027 for manufacturing of Dyed Yarn, Fabric & Wool Top @ 6550 Kg/day alongwith discharge of trade effluent @ 524 KLD & domestic effluent @ 3.0 KLD into CETP 50 MLD conveyance system subject to the condition that: (i) The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (ii) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iii) The industry shall maintain the record of flow meter installed at outlet leading to CETP. (iv) The industry shall not generate/discharge trade & domestic effluent more than 607 KLD and shall discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet. (v) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board. (Competency; The Chief Environmental Engineer, Ludhiana)
