Subject: - Proceedings of the personal hearing given industry for refual of consent to operate under the provisions of the Water Act,1974 by the Environmental Engineer on 14.06.2024.
It was brought out that the industry was granted consent to operate under the provisions of Water Act, 1974 & Air Act, 1981 vide No. CTE/Fresh/BTI/2023/22137628 dated 31.5.2023 valid upto 30.5.2024 through OCMMS for operation of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with Dryer.................. The industry was visited by the officer of the Board on 06.02.2024 and it was observed that:-
1. The rice sheller was in operation during visit. 2. The rice sheller has installed with cyclone as APCD with the shelling section and paddy cleaner of drier section to arrest the dust emissions. 3. The rice sheller has provided sampling arrangement/ stack of adequate height with the APCD’s 4. The rice sheller has not provided pucca road in the movement area of the rice sheller. 5. The rice sheller has provided jaali over the wall and adequate height of wall in the husk storage area also the height of the husk stored was over the height of the wall. 6. The rice sheller has provided very less plantation along the boundary wall. 7. The rice sheller has provided soakage pits for disposal of the domestic effluent generated.
In view of above, show cause notice for refusal of consent to operate under the provisions of the Water Act, 1974 has been issued to the industry alongwith an opportunity of personal hearing on 14.06.2024.................... During hearing, the Partners of the industry attended the hearing and submitted that all the incompletions have been addressed and requested to grant the CTO................... After hearing the Partners of the industry as well as officer of the Board, it has been decided by the Environmental Engineer (B) that Assistant Environmental Engineer, Regional Office, Bathinda shall re-visit the industry, within 07 days to verify the submission made by the Partners of the industry and submit report / recommendations in the matter................... Submitted for confirmation of the decisions of the proceeding of hearing dated 14.06.2024 please.
to check the compliance the industry was visited on 14.6.2024 during visit to the area and it was observed that:
1. The rice sheller was not in operation during visit due to off season. 2. The rice sheller has installed with cyclone as APCD with the shelling section and paddy cleaner of drier section to arrest the dust emissions. 3. The rice sheller has provided sampling arrangement/ stack of adequate height with the APCD’s 4. The rice sheller has now provided pucca road in the movement area of the rice sheller. 5. The rice sheller has now provided jaali over the wall and adequate height of wall in the husk storage area. 6. The rice sheller has now provided fresh plantation along the boundary wall. 7. The rice sheller has provided now dismantled the soakage pits and now installed new septic tank for disposal of the domestic effluent generated.
Keeping in view of the above it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to th eindustry with validity upto 30.9.2027.
