The industry was initially granted consent to establish / NOC for establishment of an industrial unit vide no. R14FZLCTE1591214 dt 17.07.2014 for the manufacturing of saila rice @ 2 TPH & raw rice @ 4 TPH alongwith sortex machine of capacity 4 TPH of sorted rice in the revenue estate of Vill. Rana, in an area of 31 kanals 11 marlas, Tehsil & Distt. Fazilka, subject to the conditions mentioned therein. The industry was granted consent to operate under the Water Act, 1974 and the Air Act, 1981 for the manufacturing of saila rice @ 2 TPH & raw rice @ 4 TPH alongwith sortex machine of capacity 4 TPH alongwith discharge of treated trade effluent @ 50 KLD onto land for plantation, subject to the suitable conditions mentioned therein.
Thereafter, the industry was earlier granted consents to operate under the Water Act, 1974 vide no. CTOW/Varied/FZL/2019/11804887 dated 12.12.2019 and the Air Act, 1981 vide no. CTOA/Varied/FZL/2019/11804776 dated 12.12.2019 for operation of steamed rice plant to manufacture steamed rice @ 2 TPH alongwith sortex machine of capacity 4 TPH, subject to the certain conditions mentioned therein for a period upto 30.09.2024, respectively.
Now, the industry has applied for obtaining varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for production of raw rice / steamed rice @ 4 TPH Or saila rice @ 3 TPH alongwith sortex machine of 4 TPH capacity. Details of the care are as under:-
1. 1. The industry has submitted CA certificate showing gross block of fixed assets as Rs. 894.29 lakhs (with cost of plant and machinery as Rs. 4.94 crores). Accordingly, the industry has deposited Rs. 1,20,000/- vide UTR no. N120243007174338 dated 27.04.2024 under the Water Act, 1974 and Rs. 1,20,000/- vide UTR no. N118243006693012 dated 27.04.2024 and Rs. 10,800/- vide UTR no. N1182430066993021 dated 27.04.2024 as NOC Regularization fee, which is adequate for a period upto 30.09.2029 under both Acts.
2. The industry has submitted letter no. 768 dated 06.05.2024, wherein it has been mentioned that site of the industry falls outside the limits of MC Fazilka.
3. The industry has submitted an undertaking through its partner, which is reproduced as under:
“It is submitted that we have installed 02 no. Additional dryers in our premises, making total 04 dryers, each of capacity @32 TPD of paddy intake, one no. Additional shelling line and paddy pre-cleaner, making total 02 no. Shelling lines and 02 no. Paddy pre-cleaners. Accordingly now our paddy intake capacity is 06 TPH and we have applied for obtaining consent for manufacturing of Steamed rice/Raw rice @ 04 TPH OR Saila rice @03 TPH. Besides this our other machinery as well as building and land area remains same. Our industry has already installed Effluent treatment plant in our premises of capacity 96 KLD and will be sufficient to handle applied consented waste water discharge @75 KLD. ETP is in-line, with component s in working condition. Further We hereby assures that we will priorly intimate the Board regarding the operation of ETP (stabilization of ETP) so that samples can be tested.
We have developed plantation in Two phases , of 1.5 acres to handle this discharge. We have provided cyclones as air pollution control devices with the shelling lines and paddy pre-cleaners sections to arrest dust emissions and are adequate.”
The industry was visited by undersigned (AEE) on 05.06.2024 and it was observed as under:-
1. The industry was not in operation as the end of milling season.
2. The industry has installed twin cyclone as air pollution control device with the existing boiler of capacity 6 TPH.
3. ETP of capacity 96 KLD already installed by the industry was in line and in operation able condition. It consist of components, collection cum equalization tankPVC media filterAeration tanksettling tanksludge drying bedsoutlet. The industry has installed flow meter at the outlet of ETP.
4. The industry has developed plantation in an area of about 1.5 acres in 02 no. pockets, for discharge of treated trade effluent, which is adequate to handle the discharge. Condition of plantation was found good.
5. The industry has installed 02 no. shelling lines and 02 no. paddy pre cleaners along with 04 no. dryers of 32 TPD each.
6. The industry has installed separate cyclone separators as APCD with the paddy pre cleaners and shelling sections. All the APCDs were found in line.
7. The industry has provided adequate sampling arrangement with the adequate stacks of the APCDs with the paddy pre-cleaners of dryers and shelling section.
8. The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace.
9. The industry has provided room type enclosure with roof of for storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
10. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation.
11. The industry has provided the septic tank for treatment of domestic effluent with provision of discharge of effluent onto land for plantation along boundary wall and in adjoining area.
12. The industry has provided brick paving at movement area of vehicles, within its premises.
13. There has been no change in the land area of the industry.
14. The site of the industry lies outside the limits of MC Fazilka, as such can carried out expansion in machinery as well as production capacity within its existing premises with adequate pollution control measures, as per policy dated 15.10.2013 of the Govt. for rice shellers units.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. The industry is small orange and the competency to genat consents to these industries lies with Environmental engineer of the Board.
Keeping in view of above, it is recommended that varied Consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for operation of parboiled plant / steamed plant and rice sheller unit to manufacture raw rice / steamed rice @ 4 TPH Or saila rice @ 3 TPH along with sorted rice @ 4 TPH for a period upto 30.09.2029, subject to the suitable conditions along with the following as under:-
1. The industry shall submit prior schedule to the Board for operation of parboiled plant, so that effluent sampling can be carried out by the Board.
2. The industry shall get its emission / effluent sample analyzed from the Board’s lab, during the paddy milling season 2024-25.
3. The industry shall always maintain its effluent treatment plant (ETP) for treatment of trade effluent to be generated from the saila section.
4. The industry shall maintain the record of operation of ETP.
5. The industry shall install water meter at the source fresh water supply .
6. The industry shall maintain the record of fuel ash generated and its disposal.
7. The industry shall maintain its plantation area for disposal of treated trade effluent.
