Sir, the industry is a Small Scale, Red Category unit. Earlier, the industry was issued show cause notice for violation of provisions of the Water Act, 1974 and Air Act, 1981 with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.06.2024 in which following decisions were taken:- 1. The industry shall close soakage pit immediately and develop adequate plantation area for discharge of treated domestic effluent. 2. The industry shall submit within 02 days, the Bank Guarantee of Rs. 1.0 lacs, as already imposed during hearing held on 15.05.2024. 3. In case, the industry fails to make the compliance, action u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 shall be recommended to CEE, Ludhiana. 4. The Environmental Engineer, Regional Office shall verify submission made by the industry and submit further recommendations, accordingly.
In the meantime, the industry has applied fresh consent to operate under the Water Act, 1974 and Air Act, 1981. The site of the industry was visited by RO on 07.05.2024 and 14.05.2024 and it was reported as under: 1. During visit industry was not in operation. 2. The industry is engaged in the process of manufacturing grease from lubricants. 3. The manufacturing process involves: Raw material (Base Oil)Lime in Oil Slurry Tank/Base Oil Correction TankGrease cooking Kettle for calcium Base GreaseExternal Cooler Holding Tank with AgitatorMur House Milling Deaerator with Filter Filling in Barrel Packing. 4. It has installed 1 cooking kettle of Cap. 3 Ton/Lot, 2 holding vessels of Cap. 6 Ton for Grease and 4 Ton for Lube. 5. It has installed one thermostat of cap. 1.0 Lac calories in which diesel is used as fuel with inadequate stack height. 6. It has installed 3 packing machines. 7. Now, it has provided septic tank to treat the domestic effluent and treated domestic effluent is discharged onto land for plantation. 8. The industry is having submersible pump as source of fresh water. The industry has not submitted the Bank Guarantee of Rs. 1.0 lacs in compliance to decision of personal hearing.
In view of the above, it is recommended that notice u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry with hearing before CEE Ludhiana as it has failed to submit the Bank Gurantee of Rs. 1.0 Lacs as per decision of personal hearing and not provided adequate stack height to its thermostat, please.
