Pardeep Gupta, Chief Environmental Engineer, Ludhiana Er. Paramjeet Singh, Senior Environmental Engineer, Zonal Office-1, Ludhiana Er. Pardeep Balu, Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana On behalf of the industry Sh. Amritpal Singh, Manager. The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a large scale red category unit and has been granted consent under Water Act, 1974 vide no. CTOW/Renewal/LDH2/2023/21327344 dated 19/06/2023 valid upto 31/03/2024 & under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2020/12296939 dated 17/07/2020 valid upto 31/03/2025. The industry was given hearing before the Chairman of the Board on 15.03.2024 w.r.t. show cause notice for revocation of consent to operate granted under the Water Act, 1974 and after hearing it was decided that :- 1. The industry shall comply with all the violations stated as above, immediately. 2. The industry shall continue to operate its pollution control devices regularly and efficiently so as to achieve the prescribed standards. 3. The industry shall immediately finalize the order for installation of Zero Liquid Discharge (ZLD) plant. 4. The industry shall submit Progress Evaluation and Review Technique (PERT) chart for installation of ZLD plant, within 15 days. 5. The industry shall install and commission ZLD plant by 31.05.2024 and shall complete its stabilization by 30.06.2024. 6. The industry shall submit Bank Guarantee of Rs. 50 lacs, within 15 days, as already imposed during hearing dated 23.11.2023 as assurance that the upgraded ETP based on ZLD technology will be installed and commissioned by 30.06.2024. 7. The Environmental Engineer, Regional Office-2, Ludhiana shall monitor progress and submit compliance report of hearing decisions alongwith recommendations in the matter, accordingly. The industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974. The industry has neither submitted action plan for ZLD plant nor it has submitted Bank Guarantee of Rs. 50.00 Lacs in compliance to the decisions of hearing held before the Chairman of the Board. In view of above, the industry was issued show cause notice for refusal of consent to operate under the Water Act, 1974 with hearing before Chairman of the Board on 14.06.2024. Sh. Amritpal Singh, Manager of the industry attended the hearing and submitted a written reply which was taken on record. He submitted that the industry is operating its pollution control devices regularly & efficiently & its treated trade effluent is with the prescribed standards. Further the results of treated trade effluent sample taken by PPCB on 01/04/2024 are well within the prescribed norms. The industry is evaluating the techno-commercial viability to install ZLD system to maintain level playing field with other units. But unfortunately till now no such alternative have emerge hence industry has not submitted any PERT chart. He further submitted that their Industry is also working very seriously on ZLD plant & their representative visited M/s Shivalik Enterprises Faridabad (4 Plants ), CETP Plant Tripur (4 Plants), M/s Indian Acrylics Limited Sangrur (2 Plants), Bangalore Airport, Bangalore (2 Plants) to understand the working of ZLD plant & various problems faced in its running. He further requested to withdraw the direction under section 33(A) and also for submission of Bank Guarantee. After hearing the industry, officers of the Board and considering material facts on record, the Chairman of the Board decided as under: 1. The Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2024 with conditions that the industry shall comply with the decisions of hearing dated 15.03.2024 with immediate effect, failing which action u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 will be initiated, accordingly. 2. The Environmental Engineer, Regional Office shall verify submission made by the industry and submit further recommendations in the matter after 30.06.2024.
