File Note: It is submitted that the institute was given personal hearing by the Chairman of the Board on 15.05.2024 and it was decided as under: 1. The institute shall submit PERT chart for upgradation of STP, management plan for removal of odour problem as well as compliance of the condition of consent/NOC/Environment clearance granted to it in the O/o Environmental Engineer, Regional Office, Patiala within 7 days. 2. 2. The institute shall take all the measures to reduce water consumption and shall ensure that the institute shall not discharge treated waste water beyond the consented limit by the Board. 3. The institute shall be visited by a team of the officers of the Board consisting of Er. Rohit Singla, Environmental Engineer, Regional Office, Patiala, Er. Navtesh Singla, Environmental Engineer, Zonal Office-1, Patiala and Er. Gurkaran Singh, Asstt. Environmental Engineer, Regional Office, Patiala within 5 days and shall verify the compliance/adequacy w.r.t treatment of wastewater/ disposal of the treated waste water by the institute. The team shall also verify the compliance of the conditions of the Environment Clearance granted to it by the Competent Authority. 4. The application of the industry for varied consent/extension in the validity of NOC expansion shall be decided in accordance to the report/recommendations of the visiting team. 5. The institute shall be reheard before the Chairman of the Board on 27.05.2024. In compliance to decision no. 1 & 2 of the personal hearing, the institute has submitted the following reply: 1. The institute shall submit PERT chart for upgradation of STP, management plan for removal of odour problem as well as compliance of the condition of consent/NOC/Environment clearance granted to it in the O/o Environmental Engineer, Regional Office, Patiala within 7 days. Reply: As already conveyed during hearing, the Institute has already initiated the process of modification/upgradation in the existing STP, for which a committee of experts has already been formed (list of committee members is attached as Annexure-1). In view of the above, it is to highlight that the STP upgradation work has already been started and various targeted dates in the activity chart for STP upgradation work is attached as Annexure-2. As far as odour control is concerned, it is submitted that the above said work of STP upgradation also contains the provisions for replacing the various components of STP with new ones, the odour will be reduced significantly. Same time we are in process of fabrication of flow equalization tank. It will maintain the uniform loading to the STP, thus avoiding any shock-load to the system. TIET management is exploring the feasibility of latest technologies like Ozonator, utilizing the principle of 'Thapar Model for pond cleaning', if required. These technologies are supposed to tackle odour causing gasses like H2S, NH3 etc. and an expert team from Thapar is being constituted to check the feasibility and efficiency of this technology in terms of controlling odour from STP. However, expert team from Thapar is sincerely involved in upgradation of existing STP which will certainly help in reducing/controlling the odour problem. Further, the compliance of the conditions imposed in CTE, CTO and Environment Clearance granted to the project is attached as Annexure-3(a), 3(b) & 3(e) for ready reference. 2. The institute shall take all the measures to reduce water consumption and shall ensure that the institute shall not discharge treated waste water beyond the consented limit by the Board. Reply:- It is ensured that the institute will not discharge treated waste water beyond the consented limit approved by the Board. The Institute is taking many initiatives to reduce the water consumption by adopting various measures which will indirectly reduce the water generation at STP i.e. sensor-based urinals, washbasin taps (photographs at Annexure-4), proper utilization of treated wastewater from STP for flushing purpose, utilization of only treated wastewater for landscaping, organizing Awareness and Education Campaigns on water conservation, etc. Same time university has taken certain measures to reduce the fresh water consumption which will ultimately affect the volume at the inlet of STP. The official circular in this regard is attached herewith for your kind consideration. Report regarding measures adopted to reduce water consumption within Institute is given in Annexure-5. In addition, it is to highlight that the effectiveness of the treatment of wastewater by STP will be monitored regularly by conducting regular testing and maintaining proper records. Visit of the Team The institute was visited by the team of officers of the Board Er. Navtesh Singla, EE, Er. Rohit Singla, EE and Er. Gurkaran Singh, AEE on 11.06.2024 and contacted Dr. Anoop Verma, Prof. and Head Department of Energy and Environment and Sh. Anil Singla, Project Manager at site. The detailed visit report alongwith recommendations of the team is attached herewith. The institute has already obtained consents to operate under the Water Act, 1974 CTOW/Varied/PTA/2023/21795967, dated 17/05/2023 (valid upto 31/03/2024) and under the Air Act, 1981 CTOA/Varied/PTA/2023/21449118 dated 17/05/2023(valid upto 31/03/2024) for total area 1008194 sqm (249.13 acres Built up area 3,41,407.54 sqm (84.36 acre) Discharge @ 850 KLD. Last Environmental Clearances granted by the MoEF&CC vide no. F no. IA3-10/7/2021-IA.III dated 12.03.2021 for built-up area 445678.09 sq.mtr (after expansion). Discharge @ 945 KLD. NOC The institute had obtained CTE/ NOC for expansion vide no. CTE/Ext/PTA/2023/21451700 dated 17/05/2023 having validity upto 31/03/2024 for built up area of 445678.09 sq.m. Discharge treated wastewater @ 333 KLD reused for flushing purpose (dual plumbing system) within the premises and treated wastewater @ 571 KLD used for plantation purpose in an area of 196416 sqm. and onto land @10 acres developed as per Karnal Technology. Accordingly, the institute had obtained CTE/ NOC for expansion vide no. CTE/Ext/PTA/2023/21451700 dated 17/05/2023 having validity upto 31/03/2024 for built up area of 445678.09 sq.m and discharge treated wastewater @ 333 KLD shall to be reused for flushing purpose (dual plumbing system) within the premises and treated wastewater @ 571 KLD is to be used for plantation purpose in an area of 196416 sqm. and onto land @10 acres developed as per Karnal Technology. Now, the institute has submitted application for obtaining extension in NOC granted to it under Water Act, 1974 and Air Act, 1981 vide no. CTE/Exp/PTA/2022/17625240 dated 16/05/2022 valid upto 31/03/2023 for Educational Institute in an area of 249.13 acres and having total Built up area of 445678.09 sq.m and discharge of 926 KLD out of which 571 KLD shall be discharge onto land for plantation and 355 KLD shall be recycled back. The institute has already applied for obtaining varied of consent to operate under Water Act, 1974 and Air Act, 1981 for educational institute having total an area of 1008194 sqm (249.13 acres) and having total Built up area of 3,91,136.1 sqm (96.65 acre) for discharge of domestic effluent @ 694 KLD, onto land for plantation and 132 KLD for recycling purpose under red category alongwith requisite documents and the application has been processed separately.] As recommended by the team of officers, if approved, SEE, ZO-1 may be recommended that NOC for extension under the Water Act, 1974 and the Air Act, 1981 for Educational Institute in an area of 249.13 acres and having total Built up area of 445678.09 sq.m and discharge of 926 KLD out of which 571 KLD shall be discharge onto land for plantation and 355 KLD for recycling purpose may be granted for one year subject to suitable conditions and following special conditions that: 1. The educational institute shall upgrade its existing STP installation of as per the timelines in the PERT chart submitted by it i.e. by 25.07.2024 and ensure that there is no odour nuisance in the residential area due to the operation of the STP. 2. The educational institute shall install odour measuring sensors near the boundary wall towards residential area within one month. 3. The educational institute shall make arrangement to cover the raw sewerage collection cum equalization tank in order to mitigate problem of odour from the said components. 4. The educational institute shall install sludge removal mechanism from the various components of STP within one month. 5. The educational institute shall ensure that all the residential as well as educational building within the premises of institute shall install water saving devices within one month. 6. The educational institute shall keep its discharge within the consented limits by adjusting the flow rate at the inlet of the STP and make equalization tank of adequate storage capacity (to accommodate additional effluent during rainy season also). 7. The educational institute shall obtain revised permission from PWRDA for ground water abstraction as per its discharge ratio. 8. The educational institute shall utilize the treated waste water for sprinkling on roads and katcha area within the institute on continues basis for suppression of dust. 9. The educational institute shall make its CAAQMS operational within one week and connect the same with the Board server. 10. The educational institute shall provide green belt along the complete boundary towards the residential area adjoining to it. 11. The educational institute shall install and commission mechanical composter of 3 TPD as proposed by it within one month and ensure that no solid waste is being dispose of outside premises of the institute. 12. The educational institute shall comply with all the conditions of Environmental Clearance granted to it by the Competent Authority within the specified time period and shall submit complete compliance while submitting the next six monthly report to the Board. 13. The education institute shall not exceed the built up area as mentioned in the EC granted to it and shall be liable to obtain revised EC for additional built up area and discharged beyond the consented limits.
