The industry was granted CTO under the provisions of Water Act, 1974 and Air Act, 1981 valid upto 30.09.2024 for manufacturing of the Pesticides, Bio pesticides, Herbicides, Insecticides, Fungicides and Weedicides @ 1 MTD & Fertilizer, Bio-Fertilizer, Single Nutrients and Micro Nutrients @ 2 MTD using liquid formulation process only
The industry was visited on 13.2.2024 and it was observed as under: 1. the industry was in operation during visit. 2. The industry was in the process of manufacturing granular pesticides. 3. Earlier the industry has obtained permission for operation of the unit in F71 & 7 2 however the industry has added an additional plot in the industry and has also added additional processes of granular formulation and powder formulation etc. 4. during visit the air classifying mill was not in operation despite operation of the manufacturing process. 5. the industry has provided hoods connected with the APCD in the liquid formulation section however the hoods over the 2 no. machines have been removed and there were no hoods over the newly added formulation sections.
The industry was found violating provisions of Water Act, 1974 and Air Act, 1981.
As such the industry was issued SCN before revocation of 'consents to operate 'under the provisions of the Water Act, 1974 & Air Act, 1981 with opportunity of personal hearing before Senior Environmental Engineer on 05.03.2024 wherein it was decided as under:
1. The industry shall apply for obtaining varied 'consents to operate' under the provisions of the Water Act, 1974 & Air Act, 1981, within 07 days.
2. The industry will not operate the newly installed granular and powder formulation section without obtaining varied consents to operate under the Water Act, 1974 & Air Act, 1981.
3. The industry shall provide hoods alongwith adequate air pollution control devices over the existing reactors of the liquid formulation section, within 07 days.
4. Environmental Engineer, Regional Office, Bathinda shall visit the industry after 07 days, verify the compliance at site and process the applications to be applied for obtaining varied consents to operate under the Water Act, 1974 & Air Act, 1981 on merits.
The industry has now applied for obtaining varied CTO under provisions of Water Act, 1974 and Air Act, 1981 for manufacturing of Formulation of Pesticides, Bio-Pesticides, Herbicides, Insecticides, Fungicides and Weedicides @ 1TPD & Formulation of Fertilizer, Bio Fertilizer, Organic Fertilizer, Water Soluble Fertilizer, Single Nutrients and Micro Nutrients @ 2 TPD using Technical's of Concerned pesticides, solvents / river sand & Emulsions @ 3 TPD and having process of Liquid formulation, granular formulation & powder formulation.
The CA value of the industry has increased from 68 Lacs to 168 lacs since Year 2020.
The industry has deposited Rs. 45000/- vide no. YESIB40932042848 & YESIB40932040931 dated 2.4.2024 under Water Act, 1974 & Air Act, 1974 & rs. 8400/- as NOC regularization fees vide no. v dated 2.4.2024. The fees is adequate upto 30.9.2028.
The PP has submitted copy of allotment letters of plot no. F70, 71, 72 from PSIEC. Since the plots are situated in the PSIEC Industrial growth centre as such the site of the industry is suitable for establishment/ expansion for manufacturing/ formulation of pesticides.
The industry was visited on 14.6.2024 and it was observed as under:
1. the industry was in operation during visit.
2. The industry has installed process for granular formulation, powder formulation & liquid formulation.
3. Earlier the industry has obtained permission for operation of the unit in F71 & 7 2 however the industry has added an additional plot in the industry and has also added additional processes of granular formulation and powder formulation. The plot no. F 72 is only used for manufacturing process and the rest two plots are for storage/ office.
4. The industry has installed water scrubber in the processing section with the connecting duct & hoods over the liquid formulation section and granular section to contain the emissions from these processes of the process area and packing section with wet scrubber as APCD and adequate stack height which is adequate in principle. The water scrubber was in operation during visit.
5. The industry has installed powder section with in-built Air classifying mill as APCD.
6. The industry has provided a lab section and the effluent generated from the lab section is collected in 1 no. forced evaporation ponds for disposal having size 8’ x 4’ x 1” which is adequate.
7) Domestic effluent generated will be discharged into PSIEC sewer.
In view of the above, it is recommended that the consents to operate under the Water Act, 1974 & Air Act, 1981 for manufacturing of Formulation of Pesticides, Bio-Pesticides, Herbicides, Insecticides, Fungicides and Weedicides @ 1TPD & Formulation of Fertilizer, Bio Fertilizer, Organic Fertilizer, Water Soluble Fertilizer, Single Nutrients and Micro Nutrients @ 2 TPD using Technical's of Concerned pesticides, solvents / river sand & Emulsions @ 3 TPD and having process of Liquid formulation, granular formulation & powder formulation may be granted to the industry upto 30.09.2028.
