It is submitted that the subject cited industry is a medium scale Red category unit. The industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2020/12116396 dated 14/05/2020 valid upto 30/06/2024 for the manufacturing of Craft paper & Board @ 30 TPD.
Further, the industry has obtained NOC expansion vide no. CTE/Exp/LDH1/2024/24534919 dated 09/01/2024 valid upto 08/01/2025 to increase the capacity of boiler from 3 TPH to 10 TPH. However, the industry will take another 3-4 months to execute the said expansion. Currently, the boiler has been erected on its new civil structure but the ducting, steam pipeline, header and connection of ID fan, FD fan, Air pre heater & cyclone are pending.
Therefore, the industry has applied for renewal of 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 along-with requisite documents through OCMMS. The industry has deposited consent fee Rs. 36000/- vide e-R No. 30427432 dated 14/06/2024 against the un-depreciated fixed assets of Rs. 953.59 Lacs as on 31/03/2023 as per CA Certificate dated 10/06/2024, which is adequate upto 30/06/2025 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee.
Accordingly, the site was visited by the undersigned on 18/06/2024 and observed as under:
1. The industry was in operation during visit & is engaged in the manufacturing of craft paper & board.
2. The industry has installed ETP comprising collection tank, primary clarifiers (2 nos. in series), Hill screen, secondary clarifier, recirculation tank, re-circulated effluent back to process.
3. The industry has already closed its outlet leading from ETP to Sewer. The same was found permanently closed at the time of visit.
4. The industry is reusing most of its industrial effluent into the process without any treatment (for pulping), part of the effluent is reused after the first stage treatment and remaining effluent after the second stage treatment (after hill screen).
5. The industry has installed water meters at following points tubewell, pipelines leading to pulper, shower reuse, pulper reuse, boiler feed and domestic use the detail of last four months i.e 01/01/2024 to 18/06/2024 is attached herewith.
In the subject cited case, the industry has mentioned ground water extraction @ 38 KLD. Considering 25 working days per month, ground water extraction will be 950 KL/month, which is more than exempted quantity. The industry is required to obtain permission for ground water extraction from PWRDA. Board vide letter no. 12570 dated 22.05.2024 has forwarded the communication received from CPCB, in which it was decided that the project proponent must apply from ground water NOC immediately within 1 month after obtaining CCA/CTE/CTO.
In view of the above, may if approved, it is recommended that 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2025 with suitable conditions as per policy of the Board and special condition that the Project Proponent must obtain NOC from CGWA within one month from the date of issue of CTE/CTO/CCA, unless falling in exempted category as per MoJS Guidelines dated 24.09.2020 and amendments dated 29.03.2023 thereto.
