File Note: Sir, the industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 06.06.2024 w.r.t show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981, wherein, it was decided as under: 1. The industry shall operate its STP regularly and efficiently, so as to achieve the standards prescribed by the Board. 2. The industry shall provide adequate plantation area for discharge of treated effluent. 3. The Environmental Engineer, Regional Office-1, Ludhiana shall verify submissions made by the industry and send further recommendations in the matter. RO reported the point wise compliance of hearing decisions is as under 1. The industry is achieving standards prescribed by the Board and as per analysis report of sample collected during visit on 19.02.2024, both the STPs are achieving prescribed standards. 2. Submission during hearing There are approx. 750 no. of employees and the waste water generation of domestic effluent is 35-40 KLD approx. which is used for landscape maintenance of green areas (parks and plantation along boundary wall) as the industry is not in full operation. The industry has 1.8 acre of landscape maintained in 2 parks and along the boundary wall of the premises. Treated water is used for landscape maintenance. Verification The industry has 1.8 acres green area in the form of parks. Hydraulic loading of treated water in plantation area may be taken as under: 1. Summer – 5.5 ltr/m2/day. 2. Winter – 1.8 ltr/m2/day. 3. Rainy – 1.5 ltr/m2/day. By considering the lower limit of 1.5 ltr/m2/day, in the land area of 1.8 acres (7284.34 sqm) Green area, 10.9 KLD effluent will be discharged. However, if we consider upper limit of 5.5 ltr/m2/day, 40 KLD effluent may be discharged. In view of above, it is clear that land area developed by the industry is only sufficient to discharge treated effluent @ 40 KLD only in summers. 3. As, the industry has 1 acre open land available for plantation to cover the future increase in domestic wastewater. Therefore, industry may be directed to develop the said 1 acre land for plantation under Karnal Technology. RO recommended that the industry may be granted 'Consent to Operate' with special condition that it will provide adequate plantation area for discharge of treated effluent. In view of the above, it is recommended that the industry may be granted 'Consent to Operate' under the Air Act 1981 upto 31.03.2026 with special condition as proposed by RO , please (Category - Orange, large) (Competency - CEE).
