• The hot mix plant was granted consent to establish (NOC) under the provisions of the Water Act, 1974 & Air Act, 1981 dated 21.08.2023 (valid upto 20.08.2024) for production of Premix @ 60 TPH, subject to the condition that the industry shall apply for consent of the Board as required under the provision of Water Act, 1974, Air Act, 1981, two months before the commissioning of the hot mix plant…………….
• The hot mix plant was visited by officer of the Board on 04.04.2024 and it was observed that:-………..
1. The hot mix plant was not in operation; however site condition reveals that the same has been operated in the past………
2. The hot mix plant has not stabilized its vehicle movement area………….
3. The hot mix plant has not developed adequate plantation as per the code of practice prescribed for such type of units………..
4. The hot mix plant has failed to obtain consents to operate under the Water Act, 1974 & Air Act, 1981…………..
• The hot mix plant was issued show cause notice vide Regional Office letter no. 1626 dated 09.04.2024, however the project proponent of the hot mix plant has failed to submit any reply in the matter………….
• Show cause notice for violation of the provisions of Water Act, 1974 & Air Act, 1981 has been issued to the hot mix plant alongwith an opportunity of personal hearing before the Senior Environmental Engineer on 23.05.2024. During hearing, the Partners of the industry attended the hearing and submitted that the hot mix plant was operated on trial basis and has not been operated for commercial production. They further stated that all the shortcomings have been attended and applications applied for obtaining CTOs under the Water Act, 1974 & Air Act, 1981………...
• After hearing the Partners of the industry as well as officer of the Board, it has been decided by the Senior Environmental Engineer of the Board that the Environmental Engineer, Regional Office, Faridkot shall visit the site of hot mix plant, verify the submission made by the Partners of hot mix plant and process the consent applications to be applied by it under Water Act, 1974 & Air Act, 1981, on merits……………
• Now the hot mix plant has applied for obtaining fresh consents to operate under the Water Act, 1974 & Air Act, 1981………...
• The visiting officer has reported that the hot mix plant was visited on 18.06.2024 and it was observed that the hot mix plant was not in operation, dust collector followed by wet scrubber installed as APCD with adequate stack height & sampling arrangements. Re-circulation system provided. APCD and recirculation system was found inline / in working condition. 02 no. bitumen heater with adequate stack height provided. Vehciles movement area stabilized. DG set of capacity 125 KVA installed with canopy & adequate stack height. Septic tank provided for treatment of domestic effluent with provision to discharge onto land for plantation provided along the boundary wall. Fresh sapling provided along its boundary. No violation reported under the Water Act, 1974 & Air Act, 1981……………..
• In view of above, if approved, consent to operate under the Water Act, 1974 be granted to the HMP upto 30.09.2028, subject to the following special conditions that:-…………
a. The hot mix plant will comply with the code of practice as prescribed by the Board vide notification no. Admn./SA2/F.No.178/99/03 dt. 26.04.99 for such type of unit and its amendment, if any………..
b. The hot mix plant will get its air emission sample analyzed from the Board’s Lab/approved lab of the Board as per the policy of the Board………….
c. The industry shall inform the Regional Office, Faridkot of the Board at least 15 days prior regarding schedule of its operation to so as to enable the Board to monitor the industry as per its policy……………
