The industry has applied for obtaining fresh of consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Plastic Granules 1000 kgs/day by using Waste Plastic as raw material under orange category alongwith requisite documents and fee.
The project proponent has submitted transfer letter/ issued by PSIEC, Chandigarh vide letter dated 25.08.2022 in the name of M/s PS Industries, proprietor Smt. Varsh Papneja W/o Sh. Sh. Rajeev Kumar (99 year lease hold for manufacturing of Fabrication, Plastic, PVC products and Ware House). The industry has submitted allotment letter from PSIEC as date of proof of commissioning.
The industry has deposited total Rs. 5500/- (including penalty fees Rs. 2200/-) vide R. No. 287342828 dated 31.05.2024 as water consent fee and Rs. 5500/- (including penalty fees Rs. 2200/-) vide R. No. 549687121 dated 31.05.2024 as air consent fee. The total consent fee including 200% penalty fee deposited by the industry is adequate upto 31.08.2025 against the fixed assets of Rs. 5.39 lakh as on 31.03.2024 as per CA certificate dated 20.04.2024 submitted by the industry. The industry has also submitted NOC regularization fees of Rs. 1100/- R. No. 549687121 dated 31.05.2024.
The industry has submitted approved building plan issued by Er. Lokinder Bansal, Competent Person , Approved under, Punjab Factory, Act. (copy attached)
The industry has completion certificate alongwith drawing w.r.t the APCD i.e. packed scrubber installed by the industry to scrub process emissions issued by ADS Envirotech Technical Service & Consultants (Er. Ankit Arora, B.E. Civil)
It is intimated that the representative of the industry has requested that the registration as PWP processor on CPCB portal shall be applied and obtained once the industry has as valid CTO of the Board.
The industry was visited by this office on 18.06.2024 and contacted Sh. Rahul Sethi, Manager at site. During visit, it was observed as under:-
1. The industry is located in focal point and was in operation at the time of visit.
2. The industry has installed the machinery consisting of one line of extruder machine, 1 no. Agro machine and 1 no. dusting machine etc in the premises.
3. The industry has installed suction hoods and packed scrubber as APCD to control the process emissions generated from agro and extruder machine, which was in operation at the time of visit.
4. The industry has not installed any boiler/furnace/DG set etc.
5. No source of trade effluent from the process and the industry is discharging its domestic effluent into PSIEC sewer.
The industry is located in Focal point, Patiala and the site is suitable for establishment and operation of such type of units.
In view of above mentioned facts, if approved, SEE, ZO-1, may be recommended that fresh consent to operate from pollution angle under Water Act, 1974 and Air Act, 1981 be granted to the industry upto 31.08.2025 with suitable conditions and following special conditions that:
1. The industry shall obtain registration as PWP in the EPR portal of CPCB within one month and submit compliance.
2. The industry shall not undertake any washing of raw material and generate any kind of trade effluent.
3. The industry shall keep the APCD in good operational conditions at all times and shall ensure that there is no problem of bad odour from the processing of waste plastic from the unit.
4. The industry shall ensure that the waste plastic shall be kept in the closed room within the unit and shall not cause any nuisance in the area.
