It is intimated that show cause notice for refusal of consent to operate under the Water Act, 1974 was issued to industry with hearing before the CEE, Ludhiana on 09.05.2024. During hearing following decisions were taken: 1. The industry shall operate its ETP regularly and efficiently, so as to achieve the effluent standards prescribed by the Board. 2. The industry shall maintain the proper record of water consumption and treated effluent discharge and chemical used for treatment of effluent to ensure the regular operation of its ETP. 3. The industry shall submit their proposal to install the ETP based ZLD technology for treatment of their effluent within three months with timeline to comply within one year. 4. The Environmental Engineer, Regional office shall personally verify submission / compliance made by the industry, collect effluent sample again and send further recommendations in the matter.
RO reported that the industry was visited by the officers of the Board on 03.06.2024 and found operational. The point wise reply of decision of the personal hearing is as under: 1. The industry is operating its ETP regularly and efficiently and is achieving the effluent standards prescribed by the Board as per the analysis report dated 19.06.2024. 2. The industry is maintaining the proper record of water consumption and treated effluent discharge and chemical used for treatment of effluent to ensure the regular operation of its ETP. The record was checked and found in order. 3. The industry assured that they will submit their proposal to install the ETP based ZLD technology for treatment of their effluent with timeline to comply within one year. Since, the industry is complying with the decisions of the personal hearing as well as with discharge standards.
RO recommended that consent to operate under Water Act, 1974 may be granted for six months with suitable terms and conditions.
In view of the above, it is recommended that :- 1. Consent to operate under Water Act, 1974 may be granted to industry for six months. 2. Directions u/s 33-A of Water Act, 1974 may be issued for restoration of the electric connection of the industry temporarily for six months.
