File Note: The rice sheller was granted ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTO/Renewal/LDH3/2024/25097001 dated 07.03.2024 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTO/Renewal/LDH3/2024/25097004 dated 11.03.2024 through OCMMS auto renewal system for operation of rice sheller with dryer for manufacturing of Sorted raw rice with dryer @ 4.5 TPH, which are valid upto 07.03.2029 & 11.03.2029 respectively. These consents were issued to Sh. Bhagwant Singh, Proprietor of the industry. Now, the rice sheller has applied for obtaining Varied ‘Consents to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for operation of rice sheller with dryer for manufacturing of Sorted raw rice with dryer @ 4.5 TPH as the industry is become partnership firm. Now, Sh. Bhagwant Singh & Sh. Rajat Gupta are Partners of the industry. The industry has already deposited Rs. 42,000/- vide online receipt No. 522541716 dated 07.03.2024 under Water Act, 1974 and Rs. 42,000/- vide online receipt No. 759708325 dated 07.03.2024 under Air Act, 1981, which is adequate up to 28.02.2029 for value of fixed assets of Rs. 147.65 Lacs (Orange Category). The industry has informed that it had earlier obtained ‘Consents to Operate’ under both acts through auto renewal system, however the designation of Sh. Bhagwant Singh was filled as proprietor instead of Partner. Thus, the industry has again applied the CTO under Varied category as there is change in designation of Sh. Bhagwant Singh from proprietor to partner. The industry was visited by undersigned on 14.06.2024 and it was observed that: 1. The industry was not in operation as paddy milling season is over. 2. The industry has installed 1 no. shelling section with dryer and sortex. 3. The industry has installed cyclone separators as APCDs with shelling sections & dryer sections separately. 4. The industry has provided sampling arrangements along with adequate stack heights with both cyclone separators. 5. The industry has provided brick on edge road for the movement of the vehicles within its premises. 6. The industry has provided 15 feet high brick wall in front of the discharge pipe of rice husk. 7. The industry has installed septic tank for the treatment of domestic effluent generated from the labour toilets. 8. The domestic effluent is being discharged onto land for plantation after septic tank. The industry is also complying with code of practice prescribed vide notification dated 15.10.2013. Keeping in view of the above, it is recommended that: 2. Varied ‘Consent to Operate’ under the Air Act, 1981 may be granted for operation of Rice sheller unit with dryer section to manufacture raw rice with Dryer @ 4.5 TPH for period upto 30.09.2028 to be issued to Sh. Bhagwant Singh, Partner of the industry subject to suitable conditions along with following special conditions: 1. The industry will comply with the code of practice prescribed for such type of units by Department of Science, Technology & Environment, Government of Punjab vide Order no. 10/48/2004-STE(4)/932 dated 15.10.2013. 2. The industry will upgrade/replace its existing APCDs, in case MoEF/CPCB/State Government/PPCB notify/revise emission standards for rice shellers/Saila plants.
