It is intimated that the industry is small scale red category unit. The industry is engaged in manufacturing of rubber reclaiming process. The industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH2/2023/21935647 dated 09/06/2023 valid upto 30/06/2027 and under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2023/21935661 dated 09/06/2023 valid upto 30/06/2027 subject to the certain conditions mentioned therein.
Now, the industry has applied for varied consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents for additional product Crumb rubber @ 43 MTPD.
The site of industry was visited by the AEE of this office on 18.06.2024 and it was observed as under :-
1. The industry was in operation and engaged in the manufacturing of reclaim rubber by using Rubber Scrap, Rubber Processing Oil & Rubber Reclaim Oil.
2. There is no generation of trade effluent from the process only domestic effluent is being discharged into sewer.
3. The industry has installed one D.G set of capacity 75 KVA, with canopy.
4. The industry has installed one wood fired boiler of capacity 1.5 TPH with cyclone as APCD and has installed two electric operated grinding machines with individual cyclone as APCD and proper stack.
5. The representative of the industry told that similar machinery with slight modification is required for crumb rubber manufacturing and they have not added any additional polluting machinery and has rather made modification to existing machinery for manufacturing of crumb rubber. Thereby not leading to any additional pollution load.
6. The stack emission sample of the wood fired boiler were collected on 18.04.2023 and SPM parameter was found to be 123 mg/NM3 against the prescribed standards of 800 mg/NM3
7. The grinding section was not in operation during visit as per requirement of the industry.
8. The site of the industry has submitted the certificate issued by STP, Ludhiana vide letter no. 478 dated 22.02.2010 stating that the site of the industry falls in medium and heavy industrial zone as per Master Plan, Ludhiana (2007-31).
Keeping in view of above, it is recommended that varied of consent to operate under Water Act, 1974 & Air Act, 1981 may be granted upto 30.06.2029 with usual conditions.
