It is submitted that the industry was earlier granted consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/22305141 dated 07/07/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2023/21882110 dated 07/07/2023 both having validity upto 06/07/2024 for manufacturing of Butyl Reclaimed Rubber @20.0Metric Tonnes/Day by using Old Butyl Rubbers Tubes @21.0Metric Tonnes/Day, Petroleum Based Oils @750.0Kgs/day & Fillers @135.0Kgs/day, subject to certain conditions.
Now, the industry has applied for renewal of consent to operate Under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, with same production capacity along with requisite documents.
The industry has submitted CA certificate showing increase in its fixed assets from Rs. 949.56 lakhs to Rs. 955.74 lakh as on 31/03/2024 As per the record, the earlier consent fee deposited by the industry is adequate upto 30.06.2029. Now, the industry has now deposited Rs. 23000/- vide online UTR no. 000148844621 dated 12.06.2024 under the Water (Prevention & control of Pollution) Act, 1974 and Rs. 22100/- vide online UTR no. 000148844395 dated 12.06.2024 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 30/06/2030, under both the Acts.
The stack emission sample was collected by the Board on 01.08.2023 and the results are as under:
Port Hole on Stack after APCD (Boiler furnace 1.5 TPH)
Particulate Matter @ 80 mg/Nm3
Port Hole on Stack after APCD (3 no. Autoclave)
Particulate Matter @ 16 mg/Nm3
The results are within the prescribe limited of the Board.
The industry was visited by AEE of this office on 19.06.2024 and during visit, it was observed that:
1. The industry is engaged in business of processing of waste tube and procuring of reclaimed rubber sheets.
2. The industry has installed 01 shredder machine, 02 crackers, 03 auto clave, 06 refiner mills, 02 strainer machine.
3. The manufacturing process consists of raw material (waste tube), sorting, cracking, cooking, pre-refining, straning, testing, package and dispatch.
4. The industry is using single auto clave at one time.
5. The industry has provided coil condensation tank for the treatment of emission generated during the autoclave operation and further emission passes through activated carbon column. The mix condensate is further passing coil condensate tank-2, oil skimmer, reaction tank. The sludge recovered from the reaction tank is being transfer to TSDF Nimbua and condensate is being reused in cracker process.
6. The industry has installed one boiler of capacity 5 TPH based on (furnace oil) and provided wet scrubber as APCD with common stack of adequate height. The industry has added one more boiler of capacity 1.5 TPH based on wood fired and provided dust collector as APCD, alongwith common stack. The representative confirmed that they have installed new boiler for standby purpose. The industry shall operate only single boiler at one time.
7. The industry has provided hood on all the refinery mills and emission is being collected through common duct line and passing through the wet scrubber as APCD with stack of adequate height.
8. The industry has installed 01 DG set of capacity 200 KVA which is equipped with canopy.
9. The industry is complying with the previous consent conditions granted to it under Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2029 subject to suitable conditions.
