It is intimated that industry is a small scale red category unit and was earlier visited on 21.03.2024 and found violating the provisions of Water Act, 1974 and Air Act, 1981, Accordingly, SCN was issued to the industry along with opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 15.04.2024, wherein it was decided as under: -
1. The industry shall apply for consent operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within 07 days.
2. The industry shall submit a Bank Guarantee of amount Rs. 1 Lac as an assurance to comply with the pollution control norms.
3. Environmental Engineer, Regional Office-4, Ludhiana shall visit the industry to verify its contentions and process the consent application of the industry on merits. Now, the industry has applied for obtaining CTO under Water Act, 1974 ands Air Act, 1981 with requisite document. The industry has deposited Rs. 72000/- vide R. no. 233681062 dated 28.08.2023 under Water Act, 1974, Rs. 72000/- vide R. no. 802445130 dated 21.03.2024 and Rs. 14400/- R. no. 86511972 dated 21.03.2024 as NOC regularization fee against the C.A certificate of fixed assets Rs. 296.13 lacs as on 13.07.2023, which is adequate upto 31.08.2025.
Now, the industry was visited by the officer of the Board on visited on 12.06.2024 by the officer of the Board and observed as under: -
1. The industry is engaged in manufacturing of scaffolding items including electroplating process & was in operation. However, during visit, the electroplating process was not in operation.
2. The industry has installed 01 zinc plating process and other allied machinery.
3. The industry has installed water meter with the source of fresh supply of water in process area and reading of the same was 22.40 KL.
4. The industry has got lifted 19 KL of effluent to the CETP operator till date.
5. The industry has provided 01 storage tank of capacity 5000 Ltr and approx. 1500 Ltrs of effluent was stored in it.
6. The industry is maintaining the record of fresh water consumption and effluent lifted.
7. The industry has made MOU with CETP operator @ 3000 Ltr/month.
8. The industry has submitted a lease deed made with M/s Mann Nonwovens Pvt. Ltd, Village Dehlon, Ludhiana.
9. The industry has submitted NOC from DTP, Ludhiana on the name of M/s Mann Nonwovens Pvt. Ltd, Village Dehlon, Ludhiana mentioning that the industry falls in LPA Ahemdgarh, Master Plan of the same is yet to be prepared.
10. The industry has submitted rent deed as proof of DOC, as per which, the date of commissioning is 01.09.2022.
11. The industry has provided 01 D.G set of capacity 80 KVA equipped with canopy.
12. Domestic effluent is being discharged into septic tank followed by plantation.
13. The industry has submitted a BG bearing no. 034GT02241390003 amounting to Rs. 100000/- dated 18.05.2024.
14. The industry has submitted approved building plan from the competent person of DoF.
As such, the industry is violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
As such, the industry is now complying with the provisions of the Water Act, 1974 and Air Act, 1981 as well as decisions of personal hearing dated 15.04.2024.
In view of the above, it is recommended that consent may be granted to the industry under the Water Act, 1974 and Air Act, 1981 upto 30.06.2025 subject to the usual conditions, please.
