It is submitted that the industry is a medium scale orange category unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH1/2022/18341591 dated 25/05/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH1/2022/18341441 dated 25/05/2022 both valid upto 31/03/2025 for the manufacturing of Steel Billets/ Ingots/ Hand tool flats & Industrial Rounds @ 128 MTD.
Further, it was granted ‘consent to establish'/ (NOC) under the Water Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/LDH1/2023/21410374 dated 11/04/2023 valid upto 10/04/2024 for the manufacturing of MS Scrap, sponge Iron, Cast Iron, Silicon Manganese & Aluminium Shots @ 420 MTD.
Now, the industry has applied for obtaining varied 'consent to operate' under the Water Act, 1974 and Air Act, 1981 with requisite documents through OCMMS. The industry has deposited consent fee against the un-depreciated of fixed assets of Rs. 5253.74 lacs as on 31/01/2024 as per CA Certificate dated 10/02/2024. The consent fee deposited by the industry is adequate upto 31/03/2027 as per Board's Office Order dated 29/10/2018 after deducting NOC Regularization fee and previous arears. The industry has increased its fixed assets, due to purchase of APCD, AQMS, DG Sets, Lathe machines, Induction melting furnace, Transformer, etc.
In order to verify the facts, the industry was visited by the undersigned alongwith JSO, Zonal Lab, Ludhiana on 14.05.2024 and it was observed as under:
1. The industry was in operation during visit.
2. The industry has installed induction furnace of capacity 30 TPH.
3. The industry has installed the side hood with Spark arrester & Bag Filter House as per design of PSCST, Chandigarh as APCD as per design of PSCST, Chandigarh with adequate stack height.
4. It has provided adequate sampling arrangements and stack height.
5. Adequate suction was observed at the side hood.
6. The industry has also submitted adequacy cum completion certificate for APCD from the PSCST, Chandigarh vide no. 712 dated 07.03.2024.
7. The industry has appointed dedicated staff for operation / maintenance of APCD / collection system and following the SOPs of PSCST.
8. The industry has installed the one concast finishing machine and one rolling mill as per NOC granted to it.
9. The air emission samples were collected from the 30 TPH induction furnace of the industry during visit on 14.05.2024 and as per analysis report received from Zonal Lab, the results are within the prescribed limit of the board i.e. 11 mg/Nm3 against the limits of 150 mg/Nm3.
10. There is no source of trade effluent only domestic effluent is generated, which is discharged onto land for plantation after septic tank.
11. The industry has installed two DG sets of capacity 140 KVA & 600 KVA with canopy and adequate stack height.
12. Point wise compliance of Environmental Clearance conditions is attached herewith.
In the subject cited case, the industry has mentioned ground water extraction @ 40 KLD. Considering 25 working days per month, ground water extraction will be 1000 KL/month, which is more than 300 KL/month. The industry has obtained permission for ground water extraction @ 1350 KL/month vide permission no. PWRDA/01/2022/L1/292 dated 07.01.2022.
It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31/03/2027 with suitable conditions as per policy of the Board.
