Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
It is submitted that the project proponent has applied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 through OCMMS for setting up of a Residential Colony @ 114 Numbers
The details of the case are under: -
1. The project proponent has submitted project report, wherein the proposed gross fixed assets of the project will be Rs 193.29 Lakhs. Accordingly, it has deposited Rs. 34,100/- (including Rs. 500/- as application form fee, Rs 8400/- as NOC regularization fee, Rs. 8400/- penalty under Water Act, 1974 and Rs. 16800/- consent fee under Water Act, 1974) via Receipt No. 249114110 dated 12/06/2024, adequate for a period upto 30.11.2026 under Water Act, 1974.
2. The project proponent has submitted completion certificate of ETP prepared by Shriram Envirotech, Jalandhar
3. The project proponent has submitted copy of regularization certificate for an unauthorized colony issued from the Amritsar Development Authority vide no. ADA/CA/ASR/S.A-2/2016/2970 Dated 11.02.2016 for the land measuring 7.98 acres bearing khasra no. 35//16, 17, 18/1, 24, 25, 36//19, 20, 21/1, 22/1 located at Village Niranjanpur, Fathuwal, Baba Bakala, Amritsar for residential cum commercial scheme.
4. The project proponent has submitted site plan for 1.03 acre land reserved for plantation area as per Karnal technology.
The site was visited by officer of the Board on 20.06.2024 and observed as following: -
1. The site is located on the right-side National Highway leading from Amritsar to Rayya.
2. The project proponent has developed commercial shops on front side of its site as per site plan submitted. Only 01 no. shop (KFC) has occupied yet.
3. No residential house has yet constructed at the site.
4. The project proponent has provided STP to treat domestic effluent which will be generate from the commercial shops as well as from the residential houses.
5. As per site plan submitted the project proponent has reserved 1.03 acre land for developing plantation area for discharge of treated effluent from STP.
The industry is Building Construction and Area Development Project falls in total project cost below 10 Crores and competency to decide the case lies with Senior Environmental Engineer
Keeping in view of above, it is recommended that: -
The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the project proponent up to 30/09/2026 as per policy of the Board with suitable terms and conditions |
