The HCF is a 75 bedded hospital and was earlier granted Consent to Operate under the Water Act, 1974 dated 24.07.2021, which was expired on 31.12.2021 and under Air Act, 1981 vide no. dated 19.08.2019, which were expired on 30.06.2023……………………..
The HCF has also obtained authorization under Bio Medical Waste (Management & Handling) Rules, 2016 dated 10.08.2021, which was valid upto 31.03.2024…………………………
Now, the HCF has applied for renewal of Consent to Operate under the Air Act, 1981……………………………...
The HCF has also applied for renewal of authorization under Bio Medical Waste (Management & Handling) Rules, 2016, which is under process……………………………
The HCF has also deposited consent fee, which are adequate upto 31.12.2029…………………..
To verify the contents of the applications, the HCF was visited by the AEE of RO on 06.06.2024 and it was observed as under:
1. The HCF has 75 beds in its premises with OT and lab facility and the site of HCF falls within MC limits of Ludhiana.
2. The HCF has installed ETP-cum-STP for the combined treatment of its chemical liquid waste and domestic effluent at the terrace. The entire effluent is discharged into sewer after treatment.
3. The HCF has installed 02 D.G sets of capacity 160 KVA each equipped with canopies and adequate stack heights.
4. The HCF has also maintained the record of water meter of ETP-cum-STP as well as lifting record of Bio-Medical Waste to CBWTF.
5. The HCF has signed MOU with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana, which is valid upto 31.03.2029 for 75 beds submitted alongwith the application of renewal of Bio Medical Waste (Management & Handling) Rules, 2016.
6. The HCF has also provided color coded bins for segregation of Bio-Medical Waste. The segregation was found proper.
7. The HCF has also provided needle shredder at every generation point with puncture proof containers.
Thereafter, the Regional Office was requested to submit the reason for recommending short term consent, however, Regional Office report that consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 was recommended for short term for a purpose to synchronize the Consent to Operate applications with Bio-Medical Waste application as the HCF has not got its effluent samples analyzed by the Board’s lab.
Hence, there is no relevance to Air (Prevention & Control of Pollution) Act, 1981 and no violation was reported by Regional Office under the aforesaid Act.
May, if approved that the Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31.03.2029 with suitable conditions, please.
