• It is intimated that the industry is a small scale red category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2022 for manufacturing of bath fitting items @ 400 nos/day.
• Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 was issued to the industry vide Zonal Office letter No. 1512 dated 16.04.2024 for closure of the unit and PSPCL authority were directed to disconnect the power supply of the industry vide Zonal office letter No. 1508-09 dated 16.04.2024. The electric connection of the industry was disconnected by PSPCL authority vide TDCO No. 083 dated 14.06.2024.
• Now, the industry has applied varied for consent to operate under Water (Prevention &Control of Pollution) Act 1974 through OCMMS of the Board for manufacturing of bath fitting items @ 160 nos/day and with revised agreement with M/s JBR Technology, CETP 260-261, Phase-VIII, Focal Point, Ludhiana @ 4000 ltr/month and detail of the same is as under:-
1. The industry has deposited Rs. 14400/- Vide UTR No. N066242919766777 dated 06.03.2024, Rs. 28800/- vide UTR No. 780096336 dated 20.06.2024 under Water Act 1974 and Rs. 14400/- Vide UTR No. N066242919784349 dated 06.03.2024, Rs. 28800/- vide UTR No. 364576830 dated 20.06.2024 under Air Act, 1981against the fixed assets of Rs. 393.37 lacs, which are adequate upto 30.06.2025.
2. The industry has submitted approved building plan from competent person under factories act Punjab.
3. The industry has submitted partnership deed with the application.
4. The industry has made an agreement with M/s JBR Technology, Ludhiana @ 4000 ltr/month.
5. The industry has submitted an undertaking that the production capacity of product which in electroplating process has dropped. Therefore the consumption of water has also decreased. The industry has not sold any machinery installed at site. The reason of decreased the agreement with JBR Technology from 7500 ltr to 4000 ltr is as under:-

• The industry was visited by EE alongwith AEE (OS) of this office on 21.06.2024 and it was observed that the industry was not in operation during visit due to disconnection of power supply.
• The industry has installed electroplating section at site.
• The industry has provided one collection tank of capacity 2000 ltr for storage of its trade effluent generated at site. The industry has stored approx. 300 ltr in the storage tank during visit.
• The industry has installed water meter on pipe line for fresh water is consumed in process and water meter reading was noted 525000 ltr during visit.
• The fresh water consumed 20320 ltr in process area and has got effluent lifted to CETP operator of 20000 ltr during period from 16.01.2024 to 14.06.2024 which was found in order. The industry is maintaining the record of fresh water consumption as well as lifted by CETP operator on daily basis.
• The industry is small scale red category unit and the competency of case lies with Senior Environmental Engineer, Zonal Office, Jalandhar.
Recommendation:- Keeping in view of above, it is recommended that varied consent to operate under Water (Prevention &Control of Pollution) Act 1974 may be granted for six month with usual conditions and with special condition that:-
1. Directions be issued to PSPCL Authorities for restore the electric connection of the industry temporarily for six months.
