It is submitted that the industry is a small scale green category unit and has applied for obtaining NOC/consent to establish for manufacturing of Packaged / drinking / Mineral water @ 48.0 Kilo Liters/Day and Empty Bottles 48000 Numbers/Day by using Water @ 54 Kilo Liters/Day and Pet Bottles @ 48000 Numbers/Day as raw material at Bajakhana Road, Barnala.
The industry has deposited NOC fee of Rs. 6900/- (Rs. 6400/- as NOC fee + Rs. 500/- as application fee) vide R. No. 753525399 dated 10.06.2024 against the proposed value of total fixed assets of Rs. 115.5 lacs as per brief project report, which is adequate for one year.
The industry has submitted Land Use Classification certificate issued from DTP, Barnala vide memo no. 288-DTP(Barnala)SS-130 dated 22.05.2024 as per which there is no MC limit and 15 pucca houses within 100 mtr of site. Site falls under Local Planning area, Barnala and Master Plan of same has been sent to Head Office for permission after preparing under AMRUT scheme. Site falls in mixed land use area as per draft master plan Barnala. As per Amended Zoning Regulations and Department's notification no. PS/PSHUD-206 dated 12.11.2021, green category industry is allowed in Mixed Land Use Area, "Provided in above case distance from the nearby abadi and institutions is as prescribed by Punjab Pollution Control Board. It is also mentioned that the activity at said site is permissible with condition that "The applicant shall be liable to abide by the provisions of master plan shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act, 1995. In case the site fall in non-confirming land use zone after the notification of master plan and no claim shall be demanded by the applicant from the department."
The industry has submitted copy of GST as the proof of proprietorship. The industry has also submitted site plan, copy of registry, brief project report and manufacturing process.
To verify the facts, the site of the industry was visited by the officer of this office on 13.06.2024 and it was found as under:-
1. The proposed site of the industry is located at Bajakhana Road, Barnala near STP, Barnala outside MC limit. During visit, the civil work of the unit has been almost completed and finishing work was under process. No machinery has been arrived at site.
2. There are 8-9 small un-approved houses within 100 mtr of this project. There is no village phirni/lal lakir within 300 mtr of the proposed site. There is one rice sheller namely M/s New Rice Mill adjoining to the site and one private school building namely M/s Sant Baba Farid Public School at around 100 mtr of the proposed site. However, as per local inquiry, this school has been permanently closed and it has also removed its furniture and allied material from the school. During visit, it was also found closed & locked and wild grass was seen inside it, which indicates that it has been closed permanently.
3. The industry has proposed to do filling of mineral water in empty pet bottles.
4. The industry has proposed to use 54 KLD fresh waster for filling in the empty bottles. From which 6 KLD waste water will be generated from RO reject, which will be used for floor washing, in flushing purpose and onto land for plantation.
5. Domestic effluent @ 0.6 KLD will be disposed off onto land for plantation after passing through septic tank.
6. The industry has also purposed manufacturing of pet bottles through blow moulding machine.
7. The industry has not proposed to install any D.G set.
As such, the unit falls in green category and covered at Serial No. 3054-Mineralized water. No specific guidelines has been framed by the Board for such type of units, however, the industry is meeting with general siting guidelines and site is suitable for the establishment of this unit.
In view of above, it is recommended that NOC/consent to establish may be granted to the industry for one year with suitable conditions and special condition that the industry shall be liable to abide by the provisions of master plan shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act, 1995.
