File Note: It is submitted that earlier the industry was granted varied consent to operate vide no. CTOW/Renewal/MOG/2022/18671500 & CTOA/Renewal/MOG/2022/18671491 dated 03.06.2022 for operation of rice sheller unit for manufacturing of raw rice @ 05 TPH with dryer and sorted rice @ 05 TPH under the Water Act, 1974 & the Air Act, 1981, valid upto 30.09.2027 with conditions mentioned therein. Now, the industry has applied for NOC expansion in existing unit by installing additional machinery to enhance the capacity to manufacture Raw Rice with Dryer @ 9 TPH, sorted rice @ 9 TPH. The detail of the case is as under: • The industry has submitted copy of project report, showing addition in values of plant & machinery head of Rs 30 lacs. • Accordingly, the industry has deposited NOC expansion fee of Rs. 10800/- vide UTR / Ref. No. 643115503 dated 30.05.2024, which is adequate. • The industry has submitted feasibility report regarding installation of additional machinery. The industry was visited by undersigned on 20.06.2024 and it was observed as under: • The industry was not in operation during visit due to off season. The representative of the industry has informed that they are going to install additional machinery in its existing premises to enhance the capacity. • The industry has provided cyclone as APCD with shelling section within the existing land to contain the process emissions and the same was found in line / operationable conditions with dust emitting points connected to the APCD. • The industry has provided stack of adequate height with the APCD and provision to facilitate emission sampling. • The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further mesh wire of 5' height has been provided above the said wall in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013. • The industry has provided brick paving at movement area of vehicles, within its premises. • The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation. • The industry has planted trees along its boundary wall. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. Keeping in view of the above, it is recommended that the NOC expansion of rice sheller unit to manufacturing of Raw Rice with Dryer @ 9 TPH, sorted rice @ 9 TPH, may be granted to the industry for a period of one year with suitable conditions and specific conditions as under: 1. The industry shall not add additional land without prior permission of the Board. 2. The industry shall not install saila plant, boiler furnace or DG set in its premises, without prior written permission of the Board. 3. The industry shall discharge only domestic effluent and shall not discharge any trade effluent from the process in any way. 4. The industry shall not consume any fuel except rice husk in dryer furnace for burning purposes without the prior written permission of the Board. 5. The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. 6. The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. 7. The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry. 8. The industry shall comply with the following code of practice notified by Punjab Govt., Deptt. of STE vide its Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 which is reproduced as under:- Code of Practices: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
