It is intimated that the project is a medium scale orange category school and was earlier granted consent to establish under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2017/5536307 dated 13/06/2017 valid upto 30/09/2021 and under the Air Act, 1981 vide no. CTOA/Fresh/SGR/2017/5595118 dated 13/06/2017 valid upto 30/09/2021 for Students @ 2500 Numbers and for the disposal of domestic effluent @ 45 KLD, onto land for plantation on 2 acres of land consisting of parks/ lawns and trees after treatment through STP under the name of Sh. Parmod Bansal (Trustee).
The institute has submitted an authority letter wherein it is mentioned that Mr. Abhai Kumar Jain s/o Sh. Hemraj Jain (Chairman) has authorized Mr. Twinkle Jindal as Administrative Manager to sign any school related document.
Now, the institute has applied for renewal of consents under the Water Act, 1974 and the Air Act, 1981 for same operations i.e. Students @ 2500 Numbers and for the disposal of domestic effluent @ 45 KLD, onto land for plantation after treatment through STP under the name of Sh. Twinkle Jindal (Operation Manager).
The institute has deposited consent fee of Rs. 4,51,200/- vide R. No. HDFCR52024052459816725 dated 24.05.2024 under the Water Act, 1974 and Rs. 4,51,200/- vide R. No. HDFCR52024052459816723 dated 24.05.2024 under the Air Act, 1981. The industry has also deposited NOC fee of Rs. 28,800/- vide R. No. N145243053437374 dated 24.05.2024 against the value of fixed assets of Rs. acs as per CA certificate dated 29.04.2024. The fee deposited by the institute is adequate upto 30.09.2026 under the both acts (after deducting penalty fee).
The institute has informed that the value of building has been increased due to renovation and maintenance of school building and plant & machinery value has been increased due to maintenance of STP and purchase instruments of Science classes for laboratory.
The institute has also submitted compliance report of previous consent condition.
To verify the facts, the site of the institute was visited by the officer of this office on 05.06.2024 and it was observed as under:-
1. The institute is a non residential school upto 10+2th Standard, having approval to enroll 2500 no. of students. However, at present there are only 1400-1500 students are enrolled.
2. The institute has installed sewerage treatment plant of 50 KLD capacity based on MBBR technology, which consist of equalization tank, oil & grease trap, 02 no. aeration tanks, clarifier, media filters and sludge drying beds for treatment of domestic effluent. The blower of aeration tanks were found in operation during visit, but no effluent was observed at outlet of STP, due to low quantity of effluent in equalization tank. The project proponent has provided separate energy meter with STP and water meter at final outlet of STP.
3. The domestic wastewater after treatment in STP is discharged onto land for plantation. The project proponent has developed plantation area in 2.0 acres of land consisting of parks/lawns and trees. The treated effluent samples have been collected by this office on 25.04.2024 and as per analysis report, results are within limit.
4. The institute has no source of air pollution like boiler, furnace etc. It has installed one no. DG set of capacity 125 KVA, which is equipped with canopy and stack of adequate height.
In view of above, it is recommended that the consents to operate under the Water Act, 1974 & the Air Act, 1981 may be granted to the project proponent upto 30.09.2026 (upto adequacy of fee) with suitable conditions.
