It is intimated that earlier the HCF was in operation at the bed capacity of 30. Now, the HCF has increased its beds capacity from 30 to 45 and has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for 45 beds capacity.
The HCF has also applied for authorization under BMW Rules, 2016 for 45 beds capacity which is being processed separately.
The HCF has deposited consent fee of Rs. 32,000/- vide no. 830985813 dated 08.06.2024 under the Water Act, 1974 and Rs. 32,000/- vide no. 494258660 dated 08.06.2024 under the Air Act, 1981, which is adequate upto 10.05.2029.
The brief details of the case applied by the healthcare facility is as under:-
1. The HCF has made an agreement with M/s Medicare Environmental Management Pvt. Ltd., Tajpur Road, Ludhiana on 10.05.2024 which is valid upto 09.05.2029 for 45 bed capacity.
2. The HCF has submitted declaration regarding bed capacity of hospital.
3. The HCF has submitted CLU issued from ADC (G), Malerkotla.
4. The HCF has submitted declaration regarding operation of STP-cum-ETP.
5. The HCF has submitted the copy of location plan.
The HCF was visited by the officer of this office on 21.06.2024 and it was observed as under:-
1. The HCF is situated at Ludhiana Road, Malerkotla.
2. The HCF is in operation during visit and has provided 45 beds. The HCF has 2 no. OT, 1 no. lab, 1 no. laundry, 20 no. rooms, 3 no. wards and emergency and recovery facility.
3. The HCF has installed the ETP-cum-STP based on physio-chemical and tertiary treatment for the treatment of its liquid waste generated from the hospital. The treated effluent after treatment is being discharged into MC sewer. The HCF has also got analyzed its effluent samples from the private lab and as per analysis report the results are within limit.
4. The HCF has provided the color coded bin and segregating the bio medical waste as per BMW Rules, 2016. The HCF has also provided the separate storage room for the storage of its bio-medical waste and further lifting to the TSDF.
5. The HCF is lifting its bio medical waste to the CBWTF.
6. The HCF has installed two D.G sets of capacity 79 and 125 KVA with canopy and adequate stack height.
As per record of this office, no action is pending against the health care facility for violation of the Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and the Environment (Protection) Act, 1986.
Keeping in view of above, if approved, the HCF may be granted fresh consent to operate upto 31.03.2029 under the Water Act, 1974 and the Air Act, 1981 with suitable conditions and with special conditions that:
1. This consent is valid for 45 Beds only. HCF will apply for CTO/CTE if it increases its bed capacity.
2. The HCF will comply with the provisions of the BMW Rules, 2016, the Water Act, 1974 and the Air Act, 1981 in true letter & spirit.
3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same.
4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
5. The HCF will maintain proper record of generation and lifting of bio-medical waste.
6. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
7. The HCF shall obtain other statutory approvals required from other departments, if any.
8. The HCF shall operate its ETP-cum-STP properly and adequately and shall achieve the prescribed effluent discharge standards.
