• The industry is a small scale green category unit.
• The industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Card Board @ 3600 Numbers/Day by using Jute waste @ 2700 Kgs/day, Cotton Waste @ 1000 Kgs/day, Paper Waste @ 750 Kgs/day, Geru @ 50 Kgs/day as raw material and detail of the same as under:-
1. The industry has deposited Rs. 84000/- vide UTR No. 991074671 dated 20.06.2024 under Water Act, 1974 and Rs. 92400/- (Rs. 84000/- under Air Act, 1981, Rs. 8400/- NOC fee) vide UTR No. 81786053 dated 20.06.2024 against the fixed assets of Rs. 351.07 Lacs, which are adequate upto 31.12.2034.
2. The industry has submitted approved building plan from Competent person under Director of Factories Act, 1948, Punjab.
3. The industry has submitted manufacturing process, rent agreement of the land and location plan with the application.
4. The industry has submitted a letter issued by M.C Jalandhar addressed to Federation of Jalandhar Industrial & Traders association, vide no 348 dated 03.03.2014 mentioning that the area of Saini Colony, Dada Colony & Globe Colony falls in general industrial zone as per Master Plan 2009-2031.
5. The industry has submitted an undertaking in which mentioned that :-
"It is intimated that our unit is earlier engaged in the manufacturing of leather Board by using waste leather cutting and shaving as raw material and our unit has valid consents to operate under Water Act, 1974 and Under air Act, 1981 upto 31.03.2024. But due to polluting process now we are change our process from 27.04.2022 to change our product and manufacturing Process alongwith raw material. Raw material used is waste cotton, waste Jute, paper waste and our ready product is card Board sheets. So kindly grant us consent to operate under Water Act, 1974 and under Air Act, 1981 with changed process and product. It is also brought to your kind notice that Water used once is 100% recirculation/reused in process. There is Zero discharge of process water."
• The industry was visited by the AEE(OS) of this office on 21.06.2024 and it was observed that:-
1. The industry was in operation during visit and is engaged in the manufacturing of Card Board.
2. The industry has not installed any boiler /furnace in its premises.
3. The domestic effluent is discharged into sewer. The trade effluent generated by the industry is 100% reuse though recirculation system back into process.
4. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a small scale green category unit and the competency to decide such type of case lies with Environmental Engineer, RO-1, Jalandhar.
In view of above, it is recommended that the consent to operate Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 31.12.2034 with usual conditions as per policy of the Board.
