It is submitted that the establishment has earlier auto generated NOC certificate bearing no. CTE/Fresh/FZL/2020/13498211 dated 31.08.2020 valid upto 31.08.2021 for the manufacturing of plastic products (crates, Chair) @ 3000 nos./day using virgin plastic @ 03 MTD, under green category, with certain conditions mentioned therein. ……………
Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981, for the manufacturing of plastic products (crates, Chair) @ 3000 nos./day using virgin plastic @ 03 MTD. The detail of case is as under:- …………….
• The industry has deposited Rs. 76,800/- vide UTR/Ref. No. 398397239 dated 11.06.2024 under the Water Act, 1974 and Rs. 76,800/- vide UTR/Ref. No. 458668450 dated 11.06.2024 under Air Act, 1981, against the fixed assets of Rs. 1.58 crore as on 31.03.2023 as per CA certificate. The industry has submitted electricity bill dated 04.03.2021 as date of commissioning. Thus, the consent fee is adequate up to 31.12.2028 under each Acts after deducting penalty as well as balance consent fee as applicable. …………….
To check compliance, the industry was visited by undersigned, AEE on 20.06.2024 and it was observed as under:- ………………..
1. The establishment is located in the C-28 plot of Focal Point, Abohar. It has installed 03 no. moulder machines for manufacturing of crates. It has also installed unit of manufacturing of plastic crumbs/ships from waste plastic scrap by using grinders. No air pollution control device has been provided for arresting particulate matter from these grander. ………….
2. The industry been using waste plastic crumbs mixed with virgin plastic dana as raw material in the moulder machine for manufacturing of crates. ……………
3. The industry has also been carrying out the washing of waste plastic scrap and the effluent after washing is being discharged in the PSIEC sewer. ………………
In view of the above, the industry has been carrying out activity in its premises contrary to the self generated NOC and the consents applied. As such it is required to apply for consent to operate under the Water Act, 1974 and the Air Act, 1981 under orange category along with adequate water and air pollution control measures. ……………….
It is therefore recommended that consent to operate under the Water Act, 1974 and the Air Act, 1974 of the industry may be refused please. ……………….
