The PP has earlier obtained CTE/ NOC for the establishment of Residential Colony" in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops with requisite documents vide no. ZO/BTI/2012/NOC/64 dated 10.7.2012 valid for 1 year. The NOC was granted with the condition that the promoter shall provide septic tank upto 300 persons and STP for full capacity along with septic tank. The PP shall obtain permission from MC raman mandi for disposal of the treated effluent into MC sewer within 1month.
The PP as per technical report from M/s CPTL consultants Mohali has earlier proposed a STP @100 KLD based on SAFF technology having components –Bar Screen, O & G trap, Collection Tank, Saff Reactor, Tube settler, pressure filter and SDB.
The project proponent has applied for obtaining consent to establish/NOC for the establishment of Residential Colony" in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops with requisite documents under orange category.
The PP has submitted copy of CLU issued by the STP, Department of Town and Country planning Punjab vide their office letter no. 739 dated 4.5.2011 to promoter namely “M/s S.S. & Associates” for for CLU of residential purpose plotted namely “Shree balaji Enclave” Village Raman, Bathinda measuring (96 kanals 6 Marlas).
The project proponent has submitted Fees @ 42000/- vide no. SBIN424150263849 & SBIN424150267237 dated 29.5.2024 under Water Act, 1974 and Air Act, 1981 and NOC regularization fees @ 37800/- & Penalty fees @16800/- vide no. 711012655 dated 14.6.2024 & Penalty fees @16800/- vide no. 798165000 dated 14.6.2024 for total assets value of 126.07 Lacs. which is adequate upto 30.9.2029.
The PP has submitted the copy of approved layout plan.
PP has been issued lisence to develop colony from BDA vide no.3072 dated 5.10.2011.
The PP has submitted fresh feasibility report from M/s Laj Engineering Barnala for the control of Water Pollution by installing Sewage Treatment Plant by considering occupancy of 5 persons per plot / house. As per the feasibility report the total proposed generation of the effluent is 84.15 KLD and the PP has proposed to install the STP @ 90 KLD based on MBBR Technology.
The PP has proposed sewage treatment plant for the treatment of domestic effluent for residential colony of capacity 90 KLD consists of Collection tank MBBR Tube Settler chlorine dosing Sludge Drying Bed Disposal of Sewage. The PP vide technical report has undertook that it will achieve the prescribed standards of discharge as such the proposal seems to be adequate.
The PP has proposed to dispose the effluent as under:
For flushing using dual plumbing @ 45ltr/person- 35.1 KLD
For the plantation area @ 0.599 Acres park area within the project – 29.95 KLD
For the plantation area @ 0.324 Acres road side within the project – 16.2 KLD
For road sprinkling @ 5 KLD
The colony has submitted approved layout plan as per which the total covered area is 31631 sqyds. The maximum FAR is 2.1 and as per the maximum FAR the maximum builtup area will be 2.1X26450 sq.mtr., which is 55545 sqm. As per the calculation of built-up area by considering FAR @ 2.1 still built-up area is less than 1,50,000 sq.mtr. Hence, EIA notification 14.09.2006 is not applicable on colony.
The PP has obtained letter from MC Raman Mandi vide no. 534 dated 11.7.2012 as per which the MC has issued certificate that there is no objection to MC in issuing sewerage connection to the colony.
Further PP vide its undertaking dated 14.6.2024 has submitted as under;
We, Sanjay Sharma s/o Sh. Ram Sarup Sharma, R/o Sangrur, Sh. Ajay Pal Goyal s/o Sh. Kumar Chand r/o Sangrur and Sh. Ishan Gupta s/o Sh. Yogesh Gupta (Adv) R/o Sangrur are hereby undertake as under-
1. That we took sewerage and Water supply connection from Municipal Council, Raman Mandl in M/s Shree Balaji Enclave Colony after depositing necessary charges.
2. That we installed STP plant to treat the waste water generation from our colony.
3. That till today only one family residing in a house.
4. That from 2012 to 2023 only 10 houses were constructed and in future next five year maximum approx. 35 houses may be build.
5. That today Sh. Sanjay Sharma from his mobile no. 94178-00050 confirmed from EO, Raman Mandi namely Sh. Vipan Kumar on his mobile no. 96467- 09100 about working of terminal STP plant of town Raman Mandi, who told that about 70% work has been completed and remaining work will be completed within 2 to 3 months.
6. That if more houses built or more people reside in colony in future then we will bound to install upgraded STP plant in our colony and adequate water disposal as per government norms.
7. That moreover, after five years estimated waste water generation will be 19.8 KLD (after dual plumbing). We already have 0.6 acres of park area within our premises and we also have boundary wall and road side plantation in our colony.
The PP has obtained letter from MC Raman Mandi vide no. 548 dated 18.6.2024 as per which the MC has issued letter that the Solid waste may be collected by the MC as per door to door collection based on the user charges.
The PP has submitted copy of the letter issued by MC Raman Mandi vide no. 547 dated 18.6.2024 as per which it has been mentioned that the sewerage connection of the colony has been connection with the MC sewerline. STP of raman Mandi is under construction which is being established by PWSSB and 62 % work has been completed and the rest work will be completed within 3 months. That the STP has sufficient buffer capacity to handle the sewage of the colony.
The site of the PP was visited by AEE of this office on 21.6.2024 and it was observed as under:
1. The site falls in residential land use zone of notified master plan, Raman Mandi.\
2. The colony has commissioned in last quarter of 2023 as 1 no. house started residing in the colony
3. There is no rice sheller/ BKO/HMP in 100-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry.
4. The project proponent has not proposed any DG set.
5. The present occupancy of the colony is 1 house and 10 houses are under construction in the colony.
6. The PP has installed septic tank cum collection tank of STP.
7. The PP has already installed the STP consisting of Collection tank MBBR Tube Settler chlorine dosing Sludge Drying Bed Disposal of Sewage at site.
8. The STP was not in operation as there was no effluent at the inlet. The rep informed that the effluent generation is very less and the same gets dried up in the sewerline itself.
9. The PP has started the work regarding dual plumbing line at site.
10. It is further submitted that the terminal STP at MC Raman mandi is under construction and the work of construction was going on at site and the present effluent is disposed by MC into shergarh drain.
11. During visit, the representative of the project proponent has informed that they shall dispose off its municipal solid waste to MC Raman Mandi.
From the above it is clear that site is suitable for the operation of residential colony and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981.
Keeping in view of above it is recommended that Consent to operate may be granted to the project proponent for the operation of Residential Colony" in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops with suitable conditions with validity upto 30.9.2029 along with special condition that-
1. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes.
2. The PP will not alter / change / expand its approved layout plan without prior permission from the Board and the built-up area under the project shall not exceed 1,50,000 sq.mtr.
3. The PP shall be bound to obtain Environmental Clearance from the concerned authorities in case the built-up exceeds 1,50,000 sq.mtr.
4. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016.
5. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity.
6. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
7. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
