File Note: The note of Regional Office may kindly be perused…………………………………… The industry is a medium scale red category printing unit and was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/23433850 dated 13.10.2023 and under Air Act, 1981 vide no. CTOA/Renewal/LDH3/2023/20530484 dated 25.10.2023 for the production of weaved & printed cloth (ladies suit & dupatta) @ 25000 meter/day with Embroidery @ 6500 meter/day and Printed Cloth (Ladies Suit & Duppata) @ 8800 meter/day with the generation of trade effluent @ 280 KLD and domestic effluent @ 20 KLD for reusing the same in the process, which were expired on 05.04.2024…………………………………… Now, the industry has applied for renewal of consent to operate under Water Act, 1974 and Air Act, 1981 for the production of weaved & printed cloth (ladies suit & dupatta) @ 25000 meter/day with Embroidery @ 6500 meter/day and Printed Cloth (Ladies Suit & Duppata) @ 8800 meter/day with the generation of trade effluent @ 280 KLD and domestic effluent @ 20 KLD for reusing the same in the process…………………………………… The industry has deposited consent fee, which are adequate upto 31.12.2028 under Water Act, 1974 and 31.12.2025 under Air Act, 1981…………………………………… The industry was visited by the AEE of RO on 23.05.2024 and observed that……………………………………: 1. The industry was in operation and the same was engaged in the manufacturing, washing and printing of ladies suits. 2. The industry has installed one flat printing machine, tables for printing, power loom machines, 3 washing machines & 01 continuous washing machine within its premises. 3. The industry has installed an ETP based on ZLD for the treatment of effluent generated from washing and printing. The industry has provided collection tank for the RO permeate with provision to reuse it in the process. The industry has provided MEE for the evaporation of RO reject. 4. The industry has installed 02 no. steam boilers of capacities 3 TPH & 2.5 TPH and 01 Boiler of capacity 2 TPH with Multi cyclone separator followed by dual stage alkali scrubber as APCD. During visit, APCDs were in operation and industry was using pet coke as fuel in boilers. During visit stack was almost clear as no black smoke observed from the stack. 5. The industry has also installed 2 no. D.G sets of capacities 500 KVA and 380 KVA, which are provided with canopies and adequate stack height. 6. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981……………………………………. The case was examined and it was observed that: 1. RO has not submitted the detail regarding latest sampling of air emission of the industry. 2. RO has not reported whether the industry has maintaining record of water consumed, treated and reused in the process along with proper balance chart……………………………………. Accordingly, Regional Office was requested to clarify the above.…………………………………… Now, Regional Office reported that the latest air sampling of the industry was carried out on 05.06.2024 as per the results received from Zonal lab, concentration of particulate matter and SO2 was found 110 mg/Nm3 and 132 mg/Nm3 respectively, which is within the standards prescribed by the Board. Further the industry is maintaining the record regarding, consumption, treated, RO feed, RO reject and MEE feed effluent in detail, same was checked during the visit and found correct and in order……………………………………. As proposed by Regional Office, May if approved, Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry upto 31.12.2025 (adequacy of consent fee) with usual conditions, please.
