Earlier, the project proponent has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents for the installation of new industrial unit vide application no. 25792989……………... however, the case was returned on 19.06.2024, due to reason that the industry has registered itself as Small Scale Unit, but, the industry is a Medium Scale Unit. The industry was requested to get its scale changed from Small to Medium.
Now, the project proponent has changed its scale from Small to Medium and again applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents for the installation of new industrial unit……………...
The industry shall do zinc coating of nut & bolts @ 08 TPD as per the proposal submitted by the industry…………………………..
The project proponent has deposited NOC fee which is adequate for one year……………………………...
The industry has submitted DTP letter no. 2787 DTP(L) M2A dated 17.11.2023 as per notified Master Plan of Ludhiana (2007-31) the said site falls in industrial zone. On perusal of the project report/feasibility report submitted by the industry, the industry has submitted following proposals: -
1. The industry has proposed to provide water polluting process including acid pickling with HCL and zinc plating process.
2. The industry has also proposed to install ETP with RO to treat effluent to be generated from zinc plating process consisting of Collection tank-->pH neutrilizerFlocculationclarifierDual FiltersRegional Office and RO reject lifted to M/s JBR Tech Pvt. Ltd .
3. The industry has made 02 MOUs of 3 KLM and 5 KLM with M/s JBR Tech Pvt. Ltd (Unit-1) for lifting of trade effluent to be generated from acid pickling process and RO reject provided for zinc plating process.
4. The industry is proposed that Domestic effluent is being discharged after into sewer.
5. The industry has also submitted proposal to installed 02 no. D.G set of capacity 200 KVA equipped with canopy along with adequate stack height......................................
The industry was visited by the AEE of RO on 30-05-2024 and it was observed as under: -
1. The industry has constructed a shed and installed some zinc plating machinery.
2. The construction work of 02 storage tanks for storage of effluent generated from the process is under process.
3. No manufacturing activity is yet started.
4. Some construction work/fabrication work was also under process......................................
As proposed by Regional Office, may, if approved that Consent to establish (NOC) be granted to the industry under the provisions of the Water Act, 1974 & the Air Act, 1981 for one year subject to suitable conditions with additional conditions that:
1. The industry shall submit approved building plans from the Director of Factories, Punjab, or Competent Persons approved by the Director of Factories u/s 3-A of the Factories Act, 1948.
2. The industry shall comply with the provisions of PWRDA and shall obtain permission from PWRDA for the abstraction of groundwater, as required.
3. The industry shall comply with the Manufacture, storage, and Import of Hazardous Chemical Rules, 1989 (as amended) and submit the details of the onside emergency plan, safety reports, and safety audit reports in accordance with the manufacture, storage, and import of hazardous chemical rules, 1989, in case the industry or installation handling hazardous chemicals quantity equal to or more than the threshold quantity specified in the said rules.
4. The industry shall provide adequate arrangements for fire fighting and against any accidental leakage/discharge of any air pollutant/gas/ liquids from the vessels, mechanical equipment's etc, which are likely to cause environmental pollution.
5. The industry to obtain necessary permissions from the concerned authorities like Municipal Corporation, Ludhiana, and Deptt. of Labour/Director of Factories, Punjab for the above safety measures. Submitted for approval, please.
6. The industry shall not discharge any trade (treated or untreated) into the sewer or in inland surface water at any time or any other unauthorized place by any unauthorized means.
7. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986, and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.....................................
