The industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FZR/2019/10336671 dated 07.07.2019 and under the Air Act, 1981 vide no. CTOA/Renewal/FZR/2019/10336514 dated 07.07.2019 for operation of rice sheller unit to manufacture raw rice without dryer @ 24 MTD, subject to the suitable conditions mentioned therein valid for a period upto 30.06.2024. ……………
Now, the industry has applied for varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of raw rice without dryer @ 24 MTD and sorted rice @ 24 MTD. Details of the case as under:- ………………
1) The industry has submitted certificate from CA showing the total gross block of fixed assets of Rs. 49.27 lakhs (including value of sortex as 16.71 Lakhs and total value of machinery as 18.04 lakhs) as on 30.04.2024. The industry has deposited Rs. 30,800/- vide UTR no. P151240325645551 dated 30.05.2024 under the Water Act, 1974 and the Air Act, 1981. The industry has submitted copy of invoice dated 18.12.2021 of the sortex machine installed, which is adequate for a period upto 30.09.2031 under both Acts, including the NOC regularization fee for installation of sortex machine. ……….
The industry has already been visited by undersigned (AEE) on 07.06.2024 and it was observed as under:- ………….
1) The industry was not in operation during the visit as milling season has been completed.
2) The industry has installed sortex machine.
3) The industry has installed cyclone separator as APCD with the shelling section with stack of adequate height and with adequate sampling arrangements.
4) The industry has provided storage room of adequate size for storage of rice husk.
5) The industry has provided pucca road for movement of vehicles.
6) The industry has installed septic tank for treatment of domestic effluent generated.
7) There has been no change in the land, building, plant and machinery of the unit except the installation of sortex machine in its premises.
The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and as per policy of the Board, Sortex machine installed by the industry is regularized in the existing premises.
The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.
Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2031 for operation of rice sheller unit to manufacture of raw rice with dryer @ 24 TPD and Sorted Rice @ 24 TPD, under Orange category, subject to the suitable conditions and a specific condition that the industry will get its emissions analyzed from Board's lab, during paddy season 2024-25.
