Comments of visiting Officer. :-
• It is intimated that the above said industry is a small scale red category unit.
• Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 valid upto 30.06.2026 & under Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2026 for manufacturing of Lead Oxide @ 3 T/day by using Lead @ 3 Metric Tonnes/Day under red category.
• Now the industry has applied for varied of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Lead Oxide @ 3.5 MTD, Red oxide @ 3.5 MTD, Lead alloy @ 8 MTD, Refined Lead @ 8 MTD by using Lead @ 15 MTD, Selenium metal @ 2 Kg/day, Sodium nitrate @ 50 Kg/day, Caustic 50 Kgs/day under red category.
• The industry was visited by EE and AEE (OS) of this office on 24.06.2024 and it was observed that the industry was in operation during visit.
• The industry has installed 3 no. electric/LDO operated melting furnaces along with common bag filter house and 1 no. ball mill with cyclone followed by bag filter as APCD with common stack.
• Presently, the industry is engaged in the process of manufacturing of grey oxide and details of the same is as under:-

• The industry has now added following process in its existing process and details of the same is as under:-
1. Lead Oxide Grey OxideHoppermelting into the furnacechargingPulverizingFinal Product.

3. Refining of lead:- Lead IngotsMeltingAddition of caustic and sodium nitrateproduct.
• The industry has now added additional one furnace and pulverizer connected with common bag filter house as APCD.
• The air emission sample of the industry was collected by officers of the Board on 17.10.2023 from the stack attached with the grinding machine after APCD and as per analysis report received by this office from Zonal lab, Jalandhar and the concentration of SPM is found 16 mg/nm3 and conc. Of lead is found BDL mg/nm3, which are found within the prescribed limits of the Board.
• The industry has installed 1 no. D.G set of capacity 100 KVA with canopy.
• The industry has already submitted approved building plan from competent person under Director of Factories Act Punjab.
• There is no source of trade effluent generation and only domestic effluent is discharged onto land for plantation.
• The industry has already submitted an area classification certificate issued by DTP vide its memo no. 959 dated 09.05.2013 and in which mentioned that the site of the industry falls in general industrial zone. Hence, expansion made by the industry can be regularized.
• The industry is a small scale red category unit and competency to decide such case lies with Senior Environmental Engineer.
Recommendation:- Keeping in view of above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2029 with usual conditions as per policy of the Board, please.
