File Note: The GSPL India Gasnet Limited was granted NOC initially vide no. ZO/BTI/2014/NOC-121 dt. 24.02.2014 valid upto 23.02.2015 which was extended from time to time and lastly vide no. CTE/Extension/BTI/2023/21368495 dt. 25.04.2023 upto 24.04.2024. Since, the NOC was extended for maximum of 5 years (twice) as per provisions of Water Act, 1974 & Air Act, 1981 as such the industry has now applied for fresh NOC. Now, the industry application has been received in this office for fresh NOC (after expiry of maximum period of 5 years-twice) consent to establish by GSPL India Gasnet Limited (GIGL), which has been authorized by Petroleum & Natural Gas Regulatory Board, Govt. Of India to lay the Natural gas pipeline of Bathinda part from Mehsana (Gujarat) to Bathinda (Punjab) and Bathinda (Punjab) to Jammu (Jammu & Kashmir). The project falls under green category having type code-3060) and has deposited Rs. 3,60,000 (Rs. 1,80,000/- vide UTR No. 937923829 dt. 29/05/2024 & vide r no. 822116408 dated 14.5.2024) through online, which is adequate upto 08/06/2025. The total investment of the pipeline section passing through the state of Punjab is estimated as Rs. 1060 Crores. The total length of the proposed pipeline network in Punjab was approximately 451 km which includes 291 km of mainline and remaining 160 km of spurlines. The mainline was proposed to pass through Districts of Bathinda (approximately 80 km), Moga (approx. 51 km), Ludhiana (approx. 5 km), Jalandhar (approx. 46 km), Kapurthala (approx. 26 km), Gurdaspur (approx. 60 km) and Pathankot (approx. 20 km). Ministry of Environment and forests, Govt. of India vide their letter no. F. No. J-11011/200/2012 –IA II (I) dated 16th January, 2013 for the project Bathinda to Jammu to Srinagar Pipeline and vide letter no. F. No. J-11011/231/2012-IA II(I) dated 23rd April 2013 for the project Mehsana to Bathinda Pipeline has intimated that as the proposed pipeline does not pass through National Parks, Sanctuaries/eco-sensitive areas including LNG terminal, the proposal does not attract the provisions of Environmental Impact Assessment Notification, 2006. The project is not covered under EC. At present no construction work is going on at site. The company has submitted a request letter regarding NOC and has informed that at present the construction work of pipeline @ 41 KMs which falls in Bathinda District is pending due to farmer agitation since Oct 2020. Recommendations: As no specific guidelines are prescribed for establishment of such projects, it is therefore recommended that fresh ‘consent to establish (NOC)’ after expiry of 5 years of original NOC, from pollution angle may be granted to the project proponent for establishment of the pipeline (Bathinda part- 41 KMs) for further one year i.e. 8.6.2025, subject to the same terms and conditions and special conditions that 1. The PP shall manage the domestic effluent at the site during construction phase using bio-toilets. 2. The PP shall use the treated effluent from the nearby STP for construction purposes at site.
