It is submitted that the hospital has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 (for hospital @ 30 beds).
The hospital has submitted Declaration of Ownership, Site Plan/Location Plan, Bed Capacity and installation of STP and connection of the same with public sewer, Copy of Annual Report, Copy of Agreement made with CBWTF valid up to 26/04/2029 for 30 beds, Copy of Registered Deed, Annexure-I and Completion Certificate of STP of capacity 15 KLD issued by N.R. Engineers, Basant Avenue, Amritsar.
The hospital has deposited Rs. 12,000/- vide UTR/Ref. No. N097242975372114 dtd 06/04/2024 under Water Act, 1974, and Rs. 12,000/- vide UTR/Reference No. N097242975377682 dtd 12/04/2024 under Air Act, 1981 and Rs. 500/- vide UTR No. N097242975370969 dated 12/04/2024 as application form fee, which is adequate up to 30/06/2029.
The Hospital was visited by undersigned on 22/06/2024 and observed as under:
1. The Hospital comprising of 30 beds and is engaged in providing medical health services.
2. The Hospital has installed STP at terrace of the building which is consist of components Collection cum Equalization tank – Dozing Tank – MBBR – Tube Settler – Filtration Tank – Filtration Pump – MGF – outlet.
3. Treated water is being discharged into public sewer.
4. The hospital has installed D.G. set of capacity 45 KVA, which is fitted with canopy and stack of adequate height.
5. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes.
6. The HCF has provided needle destroyer for shredding of needles.
7. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same.
8. The HCF has provided final collection room for storage of bio medical waste generated from its premises.
9. No Bio-Medical Waste found mixed with general waste.
The hospital is having bed capacity of 30 beds and competency to decide the case lies with the Environmental Engineer.
Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 31/03/2029 with suitable terms & conditions along with special conditions that:-
1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 02 month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board. |
