It is submitted that the industry was granted Consent to Establish/NOC vide no. CTE/Fresh/MKS/2022/18924017 dated 27.06.2022, which was valid upto 26.06.2023 for establishment of unit for the manufacturing of Aluminium Utensils @ 4.5 MTD using Aluminium Scrap as raw material, subject to the conditions mentioned therein.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for operation of unit for the manufacturing of Aluminium Utensils @ 4.5 MTD using Aluminium Scrap as raw material, subject to the conditions mentioned therein.
The industry has submitted the Completion certificate for Effluent Treatment Plant Capacity - 5 Kl/batch type from Aditya Hitech, Works at Plot No.4, Aggarwal Enclave, Muktsar Road, Kotkapura (Punjab). The industry has submitted that as proposed in the feasibility report, our effluent generation is 10KLD and we have installed batch type Effluent treatment plant of 5 KLD in which 3 batches can be treated in a day making the total treatment capacity of 15 KLD which is more than enough for our industry.
The industry has also submitted the CA certificate dated 21.03.2024, wherein, the value of total fixed assets of the unit as on 11.03.2024 is Rs. 193.82 lakhs with value of plant & machinery is Rs. 93.50 lakhs. Accordingly, the industry has deposited consent fee of Rs. 54600/- vide R No. 265537095 dated 28.03.2024 under the Water Act, 1974 & Rs. 54600/- vide R No. 899988853 dated 28.03.2024 under the Air Act, 1981. The industry has deposited balance NOC fee of Rs 7200 vide R.no. 704494984 dated 07.05.2024. As such, as per circular dated 29.10.2018, the fee deposited by the industry under both the Acts is adequate upto 30.09.2029.
Further, the industry was visited by the AEE on 12.06.2024 and Sh. Navneet Goyal, Partner was contacted. During visit, it was observed as under:
1. The industry was not in operation as per its requirement.
2. The industry has installed two casting furnaces using furnace oil/wood as fuel with and common hood as been provided with the furnaces and connected to water scrubber provided to contain the emissions generated from melting of aluminium. The industry has provided stack of adequate height after APCD for discharging treated gases into the atmosphere.
3. The industry has installed D.G. set of capacity 85 KVA with canopy and adequate stack height.
4. The industry has installed ETP consist of Collection tank-Reaction cum sedimentation tank-Filter feed tank-Dual media filters-Sludge drying beds. The components of the ETP was in operationable condition. However washing of utensil was not in operation during visit. The provision has been made to discharge treated waste water for re use in washing section and remaining to discharge onto land for plantation.
5. The industry has planted sapling along its boundary wall.
6. The industry has provided septic tank for treatment of domestic effluent with provision to discharge treated waste water onto plantation.
From above, it is clear that the unit is complying with provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for operation of unit for the manufacturing of Aluminum Utensils @ 4.5 MTD using Aluminum Scrap as raw material may be granted to the unit upto 30.09.2029 with suitable conditions along with special conditions that:
1. The industry will get its stack emissions/effluent samples analyzed from Board's lab within 2 months, positively.
2. The industry shall not increase its existing land area without prior permission of the Board.
3. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
