The PP is proposed to install a small scale Hot mix plant and Wet Mix Plant in an area of 20 Kanal bearing Khasra no. 48//19-21/2-22-21/1-53//1/2.
The project proponent has applied for obtaining Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS of the Board for the establishment of a new unit at Khasra No. mentioned as above in total land 20 Kanal at Village Hassanpur, Tehsil Ludhiana West, District Ludhiana for proposed to Bituman MACADAM @ 2400 MTD and Wet Mix MACADAM @ 2500 MTD. The industry has deposited Rs. 8400/- vide R. No. 425944228 dated 23.06.02024 as NOC fees.
To verify the facts, the site was visited by the officer of this office on 21.06.2024 and it was observed as under: -
1. The site is located in the revenue estate of Village Hassanpur, Tehsil Ludhiana West, District Ludhiana. The proposed site located near the proposed National Expressway i.e. Delhi-Kattra Expressway.
2. The Project Proponent has proposed inbuilt bag house filter as APCD with the plant and has submitted the catalogue of the plant to be installed (attached above by Project Proponent to the clarification raised) including details of the proposed APCD i.e. bag house filter which is principally adequate. The Project Proponent has also assured to provide water sprinkling system, stabilized movement area for vehicles with aggregates and plantation all around the periphery of the proposed site.
3. The industry has proposed to use water in the process and recirculation system, thus no trade effluent will be generated from the process. The industry has proposed to use 1.5 KLD of water for domestic use, thus only domestic effluent @ 1.0 KLD will be discharged onto land for plantation after septic tank.
4. The PP has submitted allotment letter of work from NHAI vide no. 2700 dated 06.09.2022.
5. The PP has submitted letter from revenue Authorities mentioned as under :-
A. The site is on proposed National Expressway i.e. Delhi-Kattra Expressway.
B. The site is at the distance of about 07 km from MCL and about 03 Km from MC, Mullanpur Dakha.
C. The site is about at the distance of 1.5 Km from the population of village Bhanohar an about 1 ¾ Km from population of village Hassanpur.
D. No forest area, Zoo falls near the proposed site. Further, the site does not falls under PLPA.
6. No HT lines passes over the proposed site of unit.
7. The industry has proposed to install 02 D.G sets of capacity 600 KVA and 400 KVA along with canopy and stack of adequate height.
It is pertinent to mention here that the proposed site falls under the residential zone as per Master Plan Ludhiana. It is also needless to mention that the project is a major project of Govt. of India and having uttermost importance in public welfare. Further, the project shall be a temporarily unit till the construction work of proposed expressway i.e. upto 01.08.2025.
Keeping in view of above, it is recommended that the consent to establish (NOC) for setting up of hot mix plant and wet mix plant units may be granted to the industry with suitable conditions as per policy of the Board and special conditions as under:-
a) The project proponent shall establish and operate this hot mix plant only for the purpose of this project and shall not use it commercially for any other activity. Means this permission is granted only for public purpose and not for commercial purpose.
b) This NOC shall be applicable only till the date of completion of project for which this hot mix plant is being established temporarily. The project proponent shall dismantle this hot mix plant immediate after the above period.
c) The project proponent shall ensure to control the Environmental pollution and shall comply with the code of practice prescribed by the Board for such units.
d) The project proponent will not cause environmental pollution during the temporary period of its operation
e) Board reserves the right to revoke this CTE, in case, there will be any complaint from residents or other stake holders.
