It is intimated that that the industry was surprisingly visited by AEE of this office on 21.03.2024 and it was observed that:
1. The industry is engaged in manufacturing of sheet metal components i.e. Fire Extinguisher etc.
2. The industry has provided 2 no. spray painting booth and have been provided with in-built cyclone as APCD.
3. The industry is also manufacturing PVC Hose pipe and has provided one no. extruder.
4. The industry is carrying out phosphating and is using sulphuric acid.
5. The industry has not provided any treatment facility for phosphating effluent and also does not have agreement with authorised facility.
6. The untreated phosphating effluent is being discharged onto land for stagnation ultimately leading to borehole provided by the industry.
Accordingly, the industry was given personal hearing before the Chief Environmental Engineer (P) of the Board on 22.04.2024 and it was decided as under: -
1. The industry shall dismantle/plug the borewell immediately to rule out the possibility of discharge of treated/untreated effluent into it. The industry shall submit compliance alongwith photographs as well as latitude and longitude to the O/o Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar immediately, thereafter.
2. The industry shall execute an agreement with M/s Bantech Water Pvt. Ltd. For lifting and treatment of trade effluent generated from the process within 2-days and submit the copy of the same to the O/o Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar immediately, thereafter.
3. The industry shall apply consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents with fee within 7-days.
4. Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar shall visit the site of the industry immediately to check the compliances made by it and thereafter, process the consent applications on merits.
Now, the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Fire Hose Reel Drum @ 10800 Number/Year, Fire Box @ 15000 Number/Year, Fire Extinguisher Powder @ 1200 MT/Year, Thermoplast Fire Water Hose Pipe @ 3000 Mtr/Day, Foam Compound @ 23 MT/Year, Fire Extinguisher @ 120000 Number/Year by using Marbel Powder @ 1200 MT/Year, PVC Dana @ 300 MT/Year, MS Sheet @ 1800 MT/Year, Sodium Sulphate @ 1.5 Liter/Day, Butyl @ 1 Liter/Day as raw material along with requisite documents and fee.
The industry has deposited Rs. 59,300/- vide UTR. No. INDBN13064167297 dated 13.06.2024 (Rs. 42,000/- under the Water Act, 1974 & Rs. 17,300/-Balance fee) & additional fee of Rs. 16,800/- vide R. No. 559031780 dated 24.06.2024 under Water Act, 1974 and Rs. 67,700/- vide UTR. No. INDBN13064166611 dated 13.06.2024 (Rs. 42,000/- under the Air Act, 1981, Rs. 25,200/- Penalty & NOC regularisation fee & Rs. 500/- application form fee) & additional fee of Rs. 19,200/- vide R. No. 988016674 dated 24.06.2024 under Air Act, 1981, against the total cost of fixed assets is Rs. 199.90 lacs as on 31.03.2024. The consent fee deposited by the industry is adequate upto 30.06.2026 under both acts after adjusting for NOC regularization fee and penalty fee.
The industry has submitted land classification certificate issued by DTP vide no. 957 dated 24.05.2022, as per which the site falls in industrial zone as per Master Plan Lalru.
The industry has submitted the electricity bill as proof of commissioning and as per which the date of connection of the electricity is 18.05.2021.
The industry has also submitted approved site plan prepared by Er. Ashok Tayal competent person from Director of Factories, Punjab.
The industry was visited by AEE of this office on 18.06.2024 and it was observed as under:
1. The industry was in operation during the visit and engaged in manufacturing of Fire Hose Reel Drum, Fire Box, Fire Extinguisher Powder, Thermoplast Fire Water Hose Pipe, Foam Compound, Fire Extinguisher.
2. The manufacturing process of the industry is as under: -
Fire Hose Reel Drum:-Raw Material—Fitting—Powder Coating—Assembling—Finish Product.
Fire Extinguisher: - Raw Material—Draw—Welding—Testing—Powder Coating—Filling—Finish Product.
Fire Box: - Raw Material—Sheet Cutting—Welding—Powder Coating—Beading & Glass—Finish Product.
Thermoplast Fire Water Hose Pipe: - Raw Material—Extrusion—Printing—Finish Product.
Fire Extinguisher Powder: - Raw Material—Mixer—Finish Product.
Foam Compound: - Raw Material—Tank Mixing—Finish Product.
3. The industry has provided one grinder with bag filter house as APCD in the powder mixing section.
4. The industry is also manufacturing PVC Hose pipe and has provided one no. injection moulding machine.
5. The industry has provided two no. powder coating booths with dust collector as APCD’s and stack of adequate height.
6. The industry is carrying out phosphating/acid dip before powder coating andhas now executed an agreement dated 29.04.2024 with M/s Bantech Water Private Limited, Kurali for lifting of trade effluent @ 300 ltrs/month.
7. The domestic effluent is being discharged onto land for plantation after passing through septic tank.
8. The industry is now complying with the decisions of personal hearing earlier given to it.
In view of above, it is recommended that the Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2026, with subject to suitable conditions and following additional conditions:
1. The industry shall maintain proper record of the fresh water to be consumed in its process at all times.
2. The industry shall get its trade effluent lifted through operator of CETP, only and shall maintain a proper record of lifting of the same, at all times.
3. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
4. The industry shall obtain permission from PWRDA regarding abstraction of ground water, if required.
5. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
6. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
7. The consent to operate is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
8. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
