• It is intimated that the industry is a small scale orange category unit.
• Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 which are valid upto 30.09.2024 under orange category for manufacturing of Plastic bags (industrial bags) @ 7 Kgs/day by using fresh Dana @ 7 kg as raw material..
• Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board for manufacturing of Plastic bags (industrial bags) @ 700 Kgs/day by using fresh Dana @ 700 kg as raw material and details of the same is as under:-
1. The industry has deposited Rs. 8700/- vide UTR No. 816291708 dated 21.06.2024 under Water Act 1974 and Rs. 11000/- (Rs. 8700/- Air Act, 1981, Rs. 1800/- NOC regularization fee, Rs. 500/- form fee) vide UTR No. 946376089 dated 21.06.2024 against the fixed assets of Rs. 30.12 lacs, which are adequate upto 30.09.2027.
2. The industry has submitted a letter issued by M.C Jalandhar addressed to Fedration of Jalandhar Industrial & Traders association, vide no 348 dated 03.03.2014 mentioning that the area of Saini Colony, Dada Colony & Globe Colony falls in general industrial zone as per Master Plan 2009-2031.
3. The industry has submitted rent agreement, proprietorship certificate and manufacturing process with the application.
4. The industry has submitted approved building plan from competent person under Factories, Act, 1948, Punjab.
• The industry was visited by AEE (OS) of this office on 24.06.2024 and it was observed as under:-
1. The industry was in operation during visit and was engaged in the process of manufacturing of Plastic bags (industrial bags) at site.
2. The industry has installed 4 nos. extruder (tubular) 2 no. auto printing machines and 3 nos. sealing/cutting machines for manufacturing of plastic industrial bags.
3. The industry is not engaged in the process of manufacturing of banned plastic carry bags, single use plastic etc.
4. There is no generation of any trade effluent, only domestic effluent is being discharged into sewer.
5. The industry has not installed any boiler/furnace/DG set in its premises.
6. The industry has already applied for registration under EPR portal which is under process.
7. The industry is small scale orange category unit and lies for competency with Senior Environmental Engineer, Zonal Office, Jalandhar.
Recommendations: Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted to the unit upto 30.09.2027 with suitable conditions please. (Competency SEE).
