CTOW/Varied/FZL/2020/12685746 and CTOA/Varied/FZL/2020/12685336 dt. 09.06.2020 for operation of rice sheller unit for production of Steamed rice or Raw rice @ 2 TPH ,for a period upto 30.09.2024, subject to the suitable conditions mentioned therein. ………… Now the industry has applied for obtaining varied consents under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit for production of Steamed Rice or Raw rice @ 02 TPH and. Details of the case are as under: ………………. The industry has submitted CA certificate dated 31.03.2022 regarding its gross fixed assets of Rs. 474.5 lakhs, The industry has deposited Rs. 54000 each vide N136243040368826 and N13624304036839 dt. 15.05.2024 under Water Act, 1974 and Air Act, 1981, respectively. This fee deposited by the industry is adequate for a period up to 30.09.2029 under the both Acts after deducting NOC regularization fee for increase in the gross fixed assets of the industry. …………. To check compliance the industry was visited by undersigned on 20.06.2024 and it was observed as under: 1. The industry was not in operation during visit as it has completed its milling during the season. …………….. 2. It has installed boiler of capacity 04 TPH in its premises with Twincyclone separator as air pollutin control device with the same with stack of adequate height and sampling arrangement. ………….. 3. The industry has installed cyclone as APCD with shelling section and paddy pre cleaner dryer section. All dust emitting points have been connected with hooding system. Adequate stack heights have been provided with both APCDs alongwith sampling arrangements. …………. 4. The industry has provided an enclosure for storage of rice husk and it has provided pipeline for taking rice husk from husk discharge point to boiler feeding point and mechanical feeding system has been provided with furnace of boiler…………….. 5. The industry has provided room type enclosure with roof of adequate size for storage of fuel ash alongwith arrangement for wetting of fuel ash to avoid its blowing…………… 6. The industry has provided brick paving at movement area of vehicles, within its premises. …………… 7. The industry has planted trees along its boundary wall………… 8. The industry has provided septic tank for treatment of domestic effluent. ……….. The representative of the industry during visit informed that the increase in the plant and machinery of the industry is due to the installation of solar panel in the industrial premises in the year 2022-23 and minor repair and renovation of the existing machinery carried out the last 04 years. Now, they have applied for extension in consents to operate for consideration of solar panel and for inputting of by-products in the application/certficates. The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as with the code of practice prescribed for the rice sheller units. ………… Keeping in view of the above may if approved: Consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit for production of Steamed Rice or Raw rice @ 02 TPH for a period upto 30.06.2029, subject to the suitable conditions and following specific condition:……………. 1. This consent is granted to the industry subject to the submission of analysis report of emission samples collected and analyzed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers. The industry shall submit analysis report of emission sample analyzed from the Board’s lab to this office within one month after re-commossing of the industry in the coming season …………… 2. The industry will always comply with the guidelines issued by Deptt. of Science Technology & Environment Govt. of Punjab vide Order No. 10/48/2004-STE (4)/932 dated 15.10.2013. …………. 3. The industry is bound to upgrade / replace its existing APCD as and when asked by the Board. …………… 4. In case the industry plans to install any DG set within its premises, it shall install acoustic enclosure on the same as per the guidelines prescribed by the Board. Competency- Environmental Engineer
