We are planning to develop a residential plotted colony under the Affordable Scheme. We have received a clarification for reply regarding the plotted development calculation of the people per plot. We have mentioned our reply below: As mentioned previously, we have counted 5 people per plot instead of 15 persons per plot for the plotted development calculation for our colony. Due to demographic factors and market situation of our region, all the colonies are being developed with the calculation of 5 people per plot. Further, our colony develop (all plots size less then 125.50 Sq/Mt plot) under the Affordable Scheme. we would like to inform you that the notification of Department of Housing and urban development is not applicable on us as our colony comes does not fall under PUDA guidelines, rather it falls under Department of Local Government (Town planning Wing). we are assuring you that in our colony, on an average there will not be more than 5 people per plot. …………………. Now vide Boards letter no. 15153-55 dated 17.06.2024 (copy attached), all the offices of the Board have been asked to give comments on the SIEAA Punjab’s letter no. SEIAA/MS/2024/358 dated 24.05.2024 (copy attached), wherein it has been asked to standardize the norms by fixing population as well as water consumption for building and construction and Township and Area Development projects. In the norms it has been asked to consider 15 persons per plot for residential plots as PUDA building Rules, 2016. …………………. In the above case, the project proponent has mentioned that regulations of Department of Housing and urban development is not applicable on their project and does not fall under PUDA guidelines, rather it falls under Department of Local Government (Town planning Wing). Further, the policy of 15 persons per plot for residential plot has not been finalized yet. It is therefore recommended that project proponent consideration of 05 no. persons per plot for residential plots can be considered for water consumption and effluent generation calculation and accordingly NOC case can be processed ahead. It is therefore recommended that consent to establish (NOC) may be granted to the project proponent under the provisions of the Water Act, 1974 and the Air Act, 1981 for establishment of colony in an area of 36.2979 Acres, located at Salem Shah Road, Near M R Enclave Village Sultanpura, Tehsil & District Fazilka for development of residential plots @ 672 numbers, commercial plot @ 11 numbers and EWS @ 68 numbers, subject to the suitable conditions and specific as under:- 1. The project proponent shall comply with the conditions of CLU granted by the Dept. of Town & Country Planning / BDA. 2. The project proponent shall install STP as per proposal before the commissioning of project. 3. The project proponent shall be liable to provide alternate arrangements (additional plantation area) for disposal of domestic effluent, as per actual quantum of effluent discharged from its premises.
