File Note: It is submitted that earlier the industry was found discharging its untreated trade effluent into nearby drain and accordingly, consent to operate under the Water (Prevention & control of Pollution) Act, 1974 granted to the industry was revoked vide no. 4404-4405 dated 26/06/2023 and directions were issued to the PSPCL authorities vide letter no. 4408 dated 26.06.2023 that: “That the authorities concerned shall disconnect the electricity supply available subject cited industry with immediate effect.” Thereafter, the industry was granted consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/22732605 dated 18/07/2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/22644568 dated 18/07/2023, both having validity upto 17/01/2024 for manufacturing of 25 no. API/Intermediate products and 5 no. of bye-products, subject to certain condition and additional conditions that: i. The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river or in inland surface water at any time or any other unauthorized place by any unauthorized means and shall reuse the treated effluent (MEE condensate) in the utilities in accordance with the water balance submitted by it. Further, the industry shall stick to the water balance submitted by it. ii. The industry shall complete the working regarding installation of upgraded MEE and ATFD within 01 month. iii. The industry shall limit its production capacity to the level that the trade effluent generated is well within the capacity of existing MEE, till it commissions the upgraded MEE & ATFD. iv. The industry shall provide new equalization tank with fixed slab at the top, equipped with exhaust mechanism connected to wet scrubber to suppress any fugitive emissions from the equalization tank, within 03 months. v. The industry shall manufacture only those drugs/intermediates for which it has obtained consents to operate from the board. vi. The industry shall regularly operate & maintain its sewerage treatment plant & the MEE plant. vii. The industry shall comply with the SOP (standard operating procedure) for recovery of spent solvent (applicable to captive utilization part) issued by the CPCB in Feb, 2021, in true letter & spirit. viii. The industry shall comply with the suggestions made by TIET in its audit report of the unit, in true letter and spirit. Accordingly, the Board has issued the directions to PSPCL authorities to temporary restore the electricity supply vide no. 5254-55 dated 21.07.2023. “That the authorities concerned shall restore the supply of electricity to subject cited industry temporary for a period of six months i.e. upto 20/01/2024 with immediate effect.” Further, the industry was directed to curtail the production capacity by 40% and the production capacity of the industry shall not be more than 60% of its earlier capacity under any circumstances. Thereafter, the industry was granted consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2024/24288665 dated 21.02.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2024/24285626 dated 21.02.2024, both having validity upto 17/07/2024 to operate the unit at 60% capacity only with temporary restoration of electric connection with subject to suitable conditions mentioned therein. Accordingly, the Board has issued the directions to PSPCL authorities to temporary restore the electricity supply vide no. 12266-67 dated 22.02.2024. “That the authorities concerned shall further restore the supply of electricity to subject cited industry temporary upto 17/07/2024 with immediate effect.” Now, the industry has applied for obtaining renewal of consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, with same capacity alongwith requisite documents. As per record file of the industry the previous consent fee are adequate upto 30.06.2025. Now, the industry has deposited Rs. 2,11,200/- vide R. No. 324123346 dated 17.06.2024 under the Water Act, 1974 and Rs. 2,11,200/- vide R. No. 645555263 dated 17.06.2024 under the Air Act, 1981. The consent fee deposited by the industry is adequate upto 30.06.2026 under both acts. The industry was visited by EE & AEE of this office on 14.06.2024. During visit, it was observed as under: 1. The industry is engaged in the business of manufacturing of API and its intermediate product and same was in operation at the time of visit. 2. The storm water line and the adjoining drain were checked and no presence of industrial/ yellowing effluent was observed during the visit. 3. The manufacturing record of the industry was checked and as per the record the manufacturing has been within the consented capacity. 4. The industry has now cleared the legacy effluent and further the industry has got lifted entire legacy sludge from the lagoons i.e. about 1200 tons sludge to TSDF Nimbua since last year. 5. Half of the lagoon has been land filled and the industry is developing green area over the same. In the other half 8 small collection tanks have been provided and the industry is providing shed on the same. The wet scrubber to be provided on these collection tanks has been installed and the same shall be commissioned within 15 days. 6. The industry has now installed new MEE of capacity 80 KLD and ATFD in compliance to the consent conditions and the same was in operation during the visit. 7. The industry has also provided pre-treatment ETP before the MEE, so as to remove the TSS content from the effluent before feeding the same into MEE. 8. The industry has provided separate STP for treatment of domestic effluent and the same was in operation during the visit. The treated domestic effluent is being used for irrigation of green area within the project. 9. The industry has installed one boiler of stream generation capacity 8 TPH and rice husk is being used as fuel in FBC furnace. The industry has installed multi-cyclone as APCD to contain the concentration of particulate. The sample of stack emissions were collected on 21.03.2024 and results are as under: - S. The industry has installed 03 DG sets of capacity of 500 KVA each, which are equipped with canopy and adequate stack height. As above, it has been observed that the industry has now complying with the conditions of previous consents granted to it. It has cleared the entire legacy effluent and the entire legacy sludge @ 1200 Tons has been lifted to TSDF Nimbua. Further, the lagoon has been filled and now covered collection tank have been provided with alkali scrubber as APCD, so as to address the odour of the industry. The industry has been visited on 28.08.2023, 27.12.2023, 21.03.2024 & 14.06.2024 since the disconnection of the industry and no effluent was observed in the nearby drain. Further, each times the industry has made significant improvement and has now also removed the legacy effluent and with the addition of 80 KLD MEE, the industry now has adequate MEE capacity to treat the effluent generated from the process. In view of above, it is recommended that: a) Directions may be issued to PSPCL authorities for permanently restoring the electric connection of the industry. b) The consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with subject to suitable conditions and the following additional conditions as under: 1) The industry shall cover the effluent collection tank and commission the alkali scrubber on the same within 15 days. 2) The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river or in inland surface water at any time or any other unauthorized place by any unauthorized means and shall reuse the treated effluent (MEE condensate) in the utilities in accordance with the water balance submitted by it. Further, the industry shall stick to the water balance submitted by it. 3) The industry shall maintain good housekeeping in the effluent treatment section and shall ensure that the MEE are always in good working conditions at all times. 4) The industry shall operate its STP regularly and efficiently and treated effluent shall be discharged onto land for plantation conforming to the effluent standards prescribed by the Board. *Competency: Worthy Chairman of the Board Date of Deemed Approval: 31.07.2024
